HomeMy WebLinkAbout01/21/1974 Business Meeting and Adjourned Meeting 01/25/1974 A - S5 January 21, 1974 The City Council met in session on this date at 6:30 P.M. in the Conference Room at Yakima City Hall. Councilmen present at the meeting were Mayor Bert Broad, Wray Brown, Betty L. Edmondson, W. K. "Pete" Moore, Charles A. Rich, and Bill Whitaker. Councilman Don Schussler absent. The Mayor reviewed names that had been submitted by the Parks and Recreation Commission for consideration to replace the vacancy created by Robert DiPietro. He also submitted the name of Johnny Rance. It was MOVED by Whitaker, seconded by Brown that the name of Julie Tassielli be submitted for appointment to the Parks and Recreation Commission in place of Mr. DiPietro: carried, Brown, Edmondson, Moore, Rich and Whitaker voting aye by voice vote; Mayor Broad voting nay by voice vote. Schussler absent. The Mayor then reviewed the vacancy on the Housing and Renewal Committee - one of the three persons appointed from the Planning Commission. On the advice of the Commission, it was MOVED by Whitaker, seconded by Brown that the number of committeemen be reduced from 15 to 14: carried, Broad, Brown, Edmondson, Moore, Rich and Whitaker voting aye by voice vote. Schussler absent. Mayor Broad announced that the classroom teachers had nominated Farrell Romig for representation on the Fair Housing Review Board. It was MOVED by Edmondson, seconded by Moore that the City Council approve this appointment: carried, Broad, Brown, Edmondson, Moore, Rich and Whitaker voting aye by voice vote. Schussler absent. City Manager McMicken outlined resource material relating to transit. A discussion ensued regarding the future of transit in the Yakima area. It was MOVED by Rich, seconded by Edmondson that the City Manager be requested to prepare a report describing specifications for purchase of four additional buses, showing how they might be used. At 8:00 P.M., the Council members moved into the Council Chambers for the balance of the meeting, Mayor Broad presiding, Councilmen Brown, Edmondson, Moore, Rich, Whitaker, City Manager McMicken and City Attorney Andrews present on roll call. Councilman Don Schussler absent and excused. The Invocation was given by Councilman Edmondson. The minutes of the previous regular meeting of January 14, 1974, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Broad declared said minutes approved as recorded. This being the time set for the Hearing on Petition No. 800, filed by Orman E. Arnold and others, requesting vacation of King Street between Rock Avenue and Ledwich Avenue, having been continued from the previous meeting of January 14, 1974, Director of Community II Development, Jay Otto, indicated that Mr. Stan Connelly has been ask to dedicate additional right-of-way. He noted that it was the understanding of the Planning Commission that he would dedicate 20-1/2 feet, but County Engineer had indicated 25 feet. Mr. Otto explained that Mr. Connelly's house and well are situated just past 20 feet and that perhaps something acceptable could be worked out with those parties involved. He gave a recommen- dation for the dedication of an additional 20 feet, noting that this would give the City adequate right-of-way. Mr. Stan Connelly, being present, explained that he would be willing to dedicate that portion down to his house. Mr. Otto requested that the Council continue this hearing until the next regular Council meeting in order that the Staff might work with Mr. Connelly during the week on a possible solution. It was the consensus of the Council that this matter be continued until the next regular Council meeting to be held on January 28, 1974. This being the time set for the Hearing on the installation of traffic diverters at 24th and Yakima Avenues and 24th and Chestnut Avenues, Assistant Planner, Larry Wright, showed slides of existing traffic 4■36 January 21, 1974 diverters of various types used in the cities of Portland, Oregon and Berkeley, California. Director of Community Development, Jay Otto, briefly reviewed the Planning Commission Minutes and Staff Report on this subject dated January 8, and January 18, 1974, respectively. He explained that it is the recommendation of the Planning Commission that the proposed traffic diverter at 24th and Yakima Avenues not be installed at this time, but that the diverter proposed for 24th and Chestnut Avenues be installed on a six -month trial basis, explaining that this is an effort to keep the residential streets from being used as arterials and reviewed the traffic counts taken on residential streets in this neighborhood and the use of these streets by various emergency services. He further indicated that if such a diverter were installed on a permanent basis, that provisions would be made for landscaping, bicycle and pedestrian traffic. Mr. Otto indicated that stop signs at each intersection would create too much noise, but that the installation of traffic signals would be a possibility. He noted that it is mainly persons from out of the proposed area which are using these as through streets. Mr. George Stafford, 612 South 25th Avenue, spoke to the matter of present problems I/ with entering from 25th Avenue onto Tieton Drive and suggested that the opening of the Walnut Underpass will eliminate some of the heavy traffic on Yakima and Chestnut Avenues. Mr. Fritz Beehler, 9 North 24th Avenue, indicated that much of the traffic on these streets is local, rather than from outside the City. Mr. Vic Multz, 617 South 27th Avenue, spoke to the matter of the fast traffic on Tieton Drive, asking that the Council reconsider the diversion of more traffic to this major arterial. Mr. Homer Crollard, 404 South 25th Avenue, referred to the petition signed by approximately 870 persons in opposition to diverters at both locations. He noted the Memo written by Traffic Engineer Bill Stark dated December 10, 1973, which indicated that the traffic counts did not indicate a problem requiring a diverter. Mr. Bill Hempstead, being present, spoke to the matter of the number of accidents on both Tieton Drive and South 24th Avenue in 1972. He indicated that traffic being diverted to Tieton Drive would jeopardize children attending Franklin Junion High and traffic on Summitview would endanger those attending Roosevelt Grade School. He further objected to the diverter on the basis that emergency services would be delayed in emergency situations. He requested that the Council vote against diverters at either location. Mr. Bud Burke, of the Post Office, indicated that these diverters would increase the danger for mailmen driving in these vicinities. Others present and speaking against this matter were Mr. Dan Snyder, Mel Lewis, Robert J. Willis, George Twohy, Everett Terril, Bob Rogers, George Corbett, Dr. Jim Dodge, Walter Robinson, Oscar Soderstrom and Amos Fredenburg. Those present and speaking in favor of this matter were Mr. Donald Shaw and Russell Miller. * Referring to the matter of purchasing automobiles for the Police Department, City Manager McMicken explained that bids were received last fall and that after budget discussions, the purchase from Hahn Motor had been stopped in view of the need for smaller police vehicles. He noted the recommendation of the Purchasing Agent for purchase of eight Plymouth Satellite vehicles from Hahn Motor Company accord- ing to the revised specifications. It was MOVED by Whitaker, seconded by Moore, that Resolution No. D -3057, authorizing the purchase of said I/ vehicles without calling for bids, be passed: carried, Broad, Edmondson, Moore and Whitaker voting aye on roll call; Brown and Rich voting nay on roll call. Schussler absent. There was discussion regarding the comparison of this bid with that received from the state. Councilman Brown indicated a desire for further information regarding the State bid on the basis of a lower bid figure. City Manager McMicken indicated that the State bid did not include some of the desired options. RESOLUTION NO. D -3057, A RESOLUTION authorizing the purchase of automobiles for the Police Department without calling for bids. City Manager McMicken explained the proposed Tourist Promotion Agree- ment with Yakima Valley Vistors and Convention Bureau and reviewed the provisions of the agreement to include annual cost, performance reports, and method of termination. It was MOVED by Brown, seconded by Edmondson that Resolution No. D -3058, authorizing the execution of said agreement, be passed: carried, Broad, Brown, Edmondson, Moore, Rich and Whitaker voting aye on roll call. Schussler absent. A-87 January 21, 1974 RESOLUTION NO. D-3058, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a Tourist Promotion Agreement with the Yakima Valley Vistors and Con- vention Bureau. It was MOVED by Edmondson, seconded by that Resolution No. D-3059, adopting a fee schedule for the rental of City swimming pools by private parties, be passed: carried, Broad, Brown, Edmondson, Moore, Rich and Whitaker voting aye on roll call. Schussler absent. RESOLUTION NO. D-3059, A RESOLUTION fixing and adopting fees for the use of City swimming pools by private parties. An Ordinance appropriating the amount of $1,600,000 within the City ShopConstruction Fund, having been read by title only at the previous meeting, and being again read by title only at this meeting, it was MOVED by Edmondson, seconded by Moore that Ordinance No. 1613, providing for said appropriation, be passed: carried, Broad, Brown, Edmondson, Moore, Rich and Whitaker voting aye on roll call. Schussler absent. ORDINANCE NO. 1613, AN ORDINANCE transferring the amount of $1,600,000 from various funds to 341-City Shops Construction Fund and appropriating the amount of $1,600,000 from unappropriated money in 341-City Shops Construction Fund to Account 341.595.00.65 therein as a 1974 appropri- ation for 341-City Shops Construction Fund. It was MOVED by Rich, seconded by Whitaker, that Ordinance No. 1614, authorizing and regulating fringe benefits for certain city employees, specifying the salary of the Mayor and implementing personnel policies in accordance with 1974 Labor Union Negotiations, be passed: carried, Broad, Brown, Edmondson, Moore, Rich and Whitaker voting aye on roll call. Schussler absent. ORDINANCE NO. 1614, AN ORDINANCE relating to City personnel; fixing the salary for the Mayor; specifying fringe benefits for certain city employees; specifying the amount of contribution by the City to employee group insurance premiums; providing for salary adjustments on the promotion, reclassification, demotion, special assignment or call back to duty of certain employees; authorizing and regulating reimbursement for travel expenses; authorizing and regulating leaves of absence for vacation leave, sick leave, and leave without pay; amending Sections 2.04.030, 2.20.060, 2.20.086 (a), 2.20.088 (a), (b), and (e), 2.20.093, 2.40.020 (A), 2.40.030, 2.40.060 and 2.40.100, and repealing Sections 2.44.010, 2.44.020 and 2.44.030, all of the City of Yakima Municipal Code; and declaring an emergency. An Ordinance transferring the amount of $200,000 from Federal Shared Revenue Fund to Airport Improvement Fund and appropriating $20,000 within the Airport Improvement Fund for Air Terminal Parking Lot improvements, having been read by title only at this meeting was laid on the table for one week or until January 28, 1974, City Manager McMicken explained that the amount of $180,000 has already been appropriated for the improvement. A Statement of Changes in Investments, for the year ending December 31, 1973, having been received from the City Treasurer, it was MOVED by Brown, seconded by Edmondson that said report dated December 31, 1973, be approved: carried, Broad, Brown, Edmondson, Moore, Rich and Whitaker voting aye by voice vote. Schussler absent. City Manager McMicken requesting authorizatiqn for out-of-state travel for City Engineer, Fritz Jaeger, to travel to Portland, Oregon, for a conference with Union Pacific Railroad Engineering Staff regarding the Walnut Street Crossing Agreement and the Washington State Officers and Transportation Commission Application for Railroad Signalization Funds, January 23-24, 1974, it was MOVED by Brown, seconded by Edmondson that said travel be approved and expenses paid: carried, Broad, Brown, Edmondson, Moore, Rich and Whitaker voting aye by voice vote. Schussler absent. 4 January 21, 1974 There being no further business to come before the Council, it was MOVED by Rich, seconded by Moore that this meeting be adjourned at 10:50 P.M., to Friday, January 25, 1974, at the hour of 12:00 Noon, to'then meet at the Flight Deck Restaurant: carried, Broad, Brown, Edmondson, Moore, Rich and Whitaker voting aye by voice vote. Schussler absent. ADJOURNED REGULAR MEETING - JANUARY 25, 1974 The City Council met in session on this date at 12:00 Noon in the Flight Deck Restaurant at the Yakima Air Terminal. Councilmen present at the meeting were Mayor Bert Broad, Wray Brown, Betty L. Edmondson, Charles A. Rich, Don Schussler and Bill Whitaker. Council- man W. K. "Pete" Moore absent and excused. There was general discussion on various subjects. No formal action was taken. There being no further business to come before the Council, it was MOVED by Schussler,-seconded by Whitaker that we do now adjourn at the hour of 1:30 P.M.: carried, Broad, Brown, Edmondson, Rich, Schussler and Whitaker voting aye by voice vote.
