HomeMy WebLinkAbout02/04/1974 Business Meeting Cgi February 4, 1974 The City Council met in session on this date at 1:30 P.M. in the Conference Room at Yakima City Hall. Councilmen present at the meeting were Mayor Bert Broad, Wray Brown, W. K. "Pete") Moore, Charles A. Rich, Don Schussler and Bill Whitaker, Councilman Brown briefed the Council on the status of the trolley car purchase. Director of Public Works, Dave Vargas, discussed the Regionalization Study, the next step of which is the Wastewater Facilities Planning. Yakima, Union Gap, Terrace Heights, and Yakima County would enter into an agreement for facilities planning in this region, and conduct a study on the most effective sewer methods. The cost of this study is $100,000, with a local matching share of $10,000. This study would be one year in progress and would encompass a study of sewer rate structures. There was some discussion about industrial waste require- ments being included in the study. No formal action was taken by the Council. City Manager McMicken discussed the future designation by the Census Bureau of Yakima as an "urbanized area". Under such a designation, the City would be eligible for federal funds for transportation planning. At 3:00 P.M., the Council members moved into the Council Chambers for the balance of the meeting, Mayor Broad presiding, Councilmen Brown, Moore, Rich, Schussler and Whitaker, City Manager McMicken and City Attorney Andrews present on roll call. Councilman Edmondson absent on role call, having been excused at the previous meeting. The Invocation was given by Councilman Moore. The minutes of the previous regular meeting of January 21, 1974, the adjourned regular meeting of January 25, 1974, the regular meeting of January 28, 1974, and the adjourned regular meeting of February 1, 1974, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Broad declared said minutes approved as recorded. This being the time set for the Hearing on Petition No. 800, filed by Orman E. Arnold and others, requesting vacation of King Street between Rock Avenue and Ledwich Avenue, having been continued from previous meetings, Director of Community Development, Jay Otto, indicated that the requested dedications of portions on Rock Avenue have been re- ceived, giving the City adequate protection for the future improvement of Rock Avenue. It was MOVED by Whitaker, seconded by Brown that Ordinance No. 1620, providing for said vacation, be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. ORDINANCE NO. 1620, AN ORDINANCE providing for the vacation of a por- tion of public street in the City of Yakima, Washington. Mr, Phil Kooser, Visitors and Convention Bureau, being present, briefly explained the Convention Sales Kit to include a film and brochure about thelCitydof1)YakimailichSi-to:be tised7aud: tool ine) sCr.out I/ bringing more visitors and conventions to Yakima. Mr. Bob Clem, being present, showed the film presenting Yakima as a convention center. Also present and speaking to this matter was Mr. Ray Pittman. City Manager McMicken referred to the "Certification of Review" of city arterial improvement needs for submittal to the Urban Arterial Board of the State of Washington, explaining that this is updated in- formation in accordance with the Arterial Street Plan adopted in 1973. It was MOVED by Whitaker, seconded by Schussler that Resolution No. D-3061, authorizing the execution of said "Certification of Review", be passed; carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. A-97 February 4, 1974 RESOLUTION NO. D-3061, A RESOLUTION authorizing and directing the Mayor and City Clerk of the City of Yakima to execute a "Certi- fication of Review by Legislative Authority, Phase II, 1974 Urban Arterial Needs Study". Referring to the engagement of George Lemon as right-of-way agent to acquire property for improving South 3rd Avenue, City Manager McMicken explained that this involves some triangular pieces at the intersections. It was MOVED by Schussler, seconded by Moore that Resolution No. D-3062, authorizing the engagement of George M. Lemon, be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. RESOLUTION NO. D-3062, A RESOLUTION authorizing the City Manager of the City of Yakima to engage George M. Lemon, SRA, as right-of-way agent to acquire right-of-way for the widening and improving of South 3rd Avenue. It was MOVED by Rich, seconded by Schussler that Resolution No. D-3063, authorizing the annual call for bids on the city's official advertising, be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. RESOLUTION NO. D-3063, A RESOLUTION prescribing a form of contract for City advertising and directing publication of notice for pro- posals. Referring to the purchase of right-of-way property for Summitview Avenue improvements, City Manager McMicken explained that the City is acquiring land at the intersection of 56th Avenue and Summitview in accordance with the Offer to Sell document received from Perry and Mabel Hayes. It was MOVED by Schussler, seconded by Whitaker that Resolution No. D-3064, authorizing the purchase of said right- of-way property, be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. RESOLUTION NO. D-3064, A RESOLUTION authorizing the purchase of right-of-way property for Summitview Avenue improvements. City Manager McMicken reviewed City Manager Report No. 205 concerning the Proposed Room Tax. He indicated that the City is eligible for a return of 2 percent of the 5 percent Room Tax imposed on hotels and motels which can be used for the construction of convention centers. He indicated that state law now makes this return of the 2% tax available, suggesting that Yakima take advantage of this provision. He referred to the need for a convention center in Yakima with space available for large meeting and exhibition halls. He further presented a proposal to engage the firm of Paddock and Hollingbery, Architects, to make preliminary design drawings and studies for such a facility. He noted that this firm would work closely with the Downtown Advisory Redevelopment Commission, who are currently studying improvements in the Central Business District. Mr. McMicken indicated that such a facility would be complimentary to other large accommodations which may be built by private industry. Councilman Schussler expressed a desire to delay this matter for purposes of further discussion. Councilman Whitaker expressed a desire to take advantage of this tax return but not to hire an architect. immediately. Councilman Brown spoke in favor of this proposal, noting that while a study is being made, the City can observe what private industry may do. Councilman Moore expressed a desire for more information before money is appro- priated. After due discussion, it was MOVED by Whitaker, seconded by Brown that the City Manager be authorized to draw up appropriate legislation for the implementation of the 2 percent room tax: carried, Broad, Brown, Moore, and Whitaker voting aye by voice vote; Rich and Schussler voting nay by voice vote. Edmondson absent. It was MOVED by Whitaker, seconded by Brown that an architect not be hired until one quarter's receipts are received: carried, Brown, Moore, Rich, Schussler and Whitaker voting aye by voice vote; Broad voting nay by voice vote. Edmondson absent. Present and speaking to this matter were Mr. Art Fellows and Mr. Herb Schoff. D-3073, A RESOLUTION authorizing payment of a claim for damages filed with the City by Mike A. Polo. 4- !4 February 4, 1974 An Ordinance transferring $30,000 from .the Shared Revenue - Fund to the General'Fund and ap that amount for a,grant to the Yakima County Commission on Alcohol Abuse and Alohblism, having been read by title .only at this meeting, was laid - On the table for one week or until February 11, 1974. 'City Manager McMicken' explained that this appropriation is in connection.with the demonstration detoxification project being set up as a joint City-County effort. Damage Claims having been filed with the City Clerk on: a. January 28, 1974, by Robert N. Hintze, 305 N. 21st Avenue, in the amount of $586.57, for damages in connection with a City sewer backup; b. January 29, 1974, by Delores Adams, 1004 S. 3rd Avenue, in the amount of $50,000, for damages in connection with an automobile accident; c. January 29, 1974, by Darwin L. Adams, 1004 S. 3rd Avenue, in the amount of $50,000, for damages incurred in connection with an automobile accident, it was MOVED by Schussler, seconded by Brown that said Damage Claims be referred to the City Manager and staff for study and recommen- dation: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye by voice vote. Edmondson absent. Transit Manager, Bob Knight, being present, spoke to the Council regarding the possibility of acquiring four new forty-five passenger buses, in light of the current energy crisis. With the use of graphs he indicated the increase for 1973 in bus loads for the various routes within the City and reviewed the chart showing passenger counts from 1971 to 1973 along with the Transit expenditures and revenues. There was discussion by the Council concerning present provisions for Transit storage in the City shop complex and the storage needs in light of future bus purchases. After due discussion, it was MOVED by Brown, seconded by Rich that bids be called for on four new forty-five passenger buses: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye by voice vote. Councilman Rich requesting more information regarding the possibility of Transit service on Sundays, Bob Knight indicated that he would obtain information regarding the costs that would be associated with this service. It was MOVED by Whitaker, seconded by Brown that the matter of the disposition of the former Fire Station No. 1 building be referred to the Downtown Advisory Redevelopment Commission: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye by voice vote. Edmondson absent. It was MOVED by Brown, seconded by Whitaker that the City of Yakima underwrite the travel expenses to be incurred by Paul Class for a forthcoming trip to Porto, Portugal, as the City's agent for con- cluding to the extent possible the purchase and shipment of two streetcars for the City of Yakima and Yakima County Bicentennial Trolley Project. The travel expenses to be underwritten include one round trip air coach fare, necessary meals and lodging, and other miscellaneous expenses normally associated with a trip of this nature, in an estimated amount of $3,000. The purpose of the trip authorized by this Motion includes the supervision by Mr. Class of repairing and reconstructing the trolley cars, arranging for the shipment of one or both cars, as the case may be, to the U.S.A., by available means, and otherwise to conclude to the extent possible the transaction by which the trolley cars are to be eventually received at Yakima, Washington. Further, the City Manager is authorized to draft and sign, on behalf of the City, a memorandum of agreement expressing the undertaking by the City as expressed by this Motion: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye by voice vote.
