HomeMy WebLinkAbout02/11/1974 Business Meeting A- 101 FEBRUARY 11, 1934 - - The City Coundil met in session on this date at P.M : in the Conference Room at Yakima City Hall. Councilmen present at the meeting were Mayor Bert BrOad,'Wray Brown, W. K. 'Pete" Moore, Charles A. Rich, Don Schussler and ' Bill Whitaker. Mayor Broad indicated that-he would' pursue obtaining the Visitors and Convention Center Tourist Film for televising Channel 47. At 2:00 P.M., Council adjourned to the Housing Resource Center at 515 East Arlingtbn: 'The'City- Manager and staff were briefed on the operations and activities the Housing Services Program by Homer Matson, Chief, Housing and Renewal. Mr. Matson informed the Council of the latest developments in landlord and tenant laws, tenant housing bank, home maintenance, consumer information and workshops conducted at the Center. The Council and toured the facility and were introduced to the Housing Resource Staff. An Open House for the Housing Resource Center was announced for February 21, 1974. At 2:30 P.M., the Council returned to the Council Chambers for a Press Conference. At 3:00.1 the Council members met in the Council Chambers for the balance of the meeting, Mayor Broad'preSiding, CouncilMeri-- Brown, Moore, Schussler and Whitaker, City Manager McMicken and City Attorney Andrews present on roll'call. Couhdilmah absent on roll call, having been excused at a previous meeting. The Invocation was given by Councilman Rich. ' The minutes of the previous regular February 4, 1974, having been duly certified accurate by two Councilmen, and-no one present wishing to have said minutes read pub1.5,cly, Mayor Broad declared said minutes approVed as recorded. This being the time set'for the Hearing on L.I.D. No. 992, 1973 Paving Improvements, City Engineer, Fritz Jaeger, reported that no prOtests were received on this and indicated that the final Assessment Roll was considerably belOW the estimate. It was MOVED by Whitaker, seconded by Rich that Ordinance No. 1621, confirming the Assessment Roll on this L.I.D., be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting ayeon roll call. Edmondson absent. - ORDINANCE NO. 1621, AN ORDINANCE confirming the Assessment Roll covering Local District No. 992 as and estab- ' - lished-byiOrdinance No. 1501 of the Ordinance's of the City of Yakima. Referring to the of the :"New Careers Program" for the balance of 1974,! City Manager McMicken explained that the' extension made last month carried the program through the month of January on a 100 percent funding basis and that this extension for the xemaining eleven Months will be on a 50'percent basis. It was MOVED by Brown, seconded by Whitaker that Resolution No. D-3074, authorizing said extension of this program, be passed: carried, Broad,. Brown, Moore, Rich, Schussler and Whitaker voting - - aye on roll call. Edmondson absent.' RESOLUTION NO. D-3074, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an amendment to an agreement with the State of Washington, Office - of Community Development, providing for a "New CareerS" employment program. City Manager McMicken referred the matter of the C011ective Bargaining Agreement which has been negotiated with the American Federation of State, County and Municipal Employees, to Director of Management and Budget, Bob Hilsmann, who briefly reviewed the contents of this agreement which covers non-money matters. He explained those items in the agreement which are different, to - include the main- tenance of membership clause, the productivity clause, and the A FEBRUARY 11, 1974 provision for social security payments. He explained that the other employee benefits are covered in an Ordinance recently passed. It was MOVED by Schussler, seconded by Rich that Resolution No. D-3075, authorizing the execution of said agreement, be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. RESOLUTION NO. D-3075, A RESOLUTION ratifying a Collective Bargaining Agreement between the City of Yakima and the Washington State Council of County and City Employees, Local 1122 of the American Federation of State, County and Municipal Employees, AFL-CIO; and authorizing and directing the City Manager and City Clerk to execute such agreement for the City of Yakima. It was MOVED by Brown, seconded by Moore that Resolution No. D-3076, authorizing the execution of an Interurban Streetcar Line Agreement with Yakima County, be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. RESOLUTION NO. D-3076, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an Interurban Streetcar Line Agreement with Yakima County. City Manager McMicken explained the "Request for Aid" documents which will enable the City of Yakima to participate in the Airport Development Aid Program for land acquisition at the Yakima Air Terminal. He reported a total cost of $880,000 for this project, with $199,760 being the City's local share. It was MOVED by Whitaker, seconded by Schussler that Resolution No. D-3077, authorizing the execution of said documents, be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. RESOLUTION NO. D-3077, A RESOLUTION authorizing the City Manager and Finance Director of the City of Yakima to execute a "Request for Aid" and related documents as required to enable the City to participate in the Airport Development Aid Program (ADAP). It was MOVED by Whitaker, seconded by Brown that Resolution No. D-3078, assuring local Sponsor's funds by the City to finance the proposed land acquisition for expanding the Yakima Air Terminal, be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. RESOLUTION NO. D-3078, A RESOLUTION assuring local Sponsor's fund by the City of Yakima to complete a Yakima Air Terminal expansion program. City Manager McMicken referred to the outside utility request for sewer service to the Gordon R. Wood residence at 424 South 49th Avenue, ex- plaining that an 8" sewer line is readily available to serve this property. He reported on a connection estimate of $406.21, noting that the owners have signed an Outside Utility agreement. It was MOVED by Schussler, seconded by Brown that the request of Mr. Wood for outside sewer service be granted: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye by voice vote. Edmondson absent. The City Treasurer, having submitted an Investment Report for the month of January, 1974, it was MOVED by Schussler, seconded by Rich that the Report of the City Treasurer dated January 31, 1974, regarding the invest- ments of the City of Yakima, be accepted and approved: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye by voice vote. Edmondson absent. An Ordinance transferring $30,000 from the Federal Shared Revenue Fund to the General Fund and appropriating that amount for a grant to the Yakima County Commission on Alcohol Abuse and Alcoholism, having been read by title only at the previous meeting and being read again by title only at this meeting, it was MOVED by Brown, seconded by Rich that Ordinance No. 1622, providing for said transfer and appropriation, be passed: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye on roll call. Edmondson absent. ORDINANCE NO. 1622, AN ORDINANCE transferring the amount of $30,000 from 199-Federal Shared Revenue Fund to 000-General Fund and appro- priating that amount to Account 034.562.90.31.400 as a 1974 appro- A-103 FEBRUARY 11, 1974 priation for 000-General Fund. An Ordinance transferring $56,000 from the Federal Shared Revenue Fund to the Cemetery Fund and appropriating that amount for installing irrigation lines And sprinkler System to serve Tahoma Cemetery, having been read by title only at this meeting, was laid on the table-for one week or until February 19, 1974. City Manager McMicken explained that this will.be an automatic system, saving on labor costs. He reported that the bid on the installation of the 24th Avenue water line has alreadybeen opened and that the bid on the automatic sprinkler system will be opened later this month. Petition No. 805, having been filed, with the City Clerk on,February 7, 1974, by Safeway Stores, Inc.,'requesting the vacation of utility easements on the southeast corner of 5th Avenue and "C"'Street, Principal Planner, Dick Hill, reviewed the landscape plan for this property. He explained that the existing easement will be moved to the west, which is being retained for utilities. It was recommended that appropriate legislation be prepared providing for said vacation. It was MOVED by Whitaker, seconded by Schussler that the vacation of said utility easement be granted, and that the appropriate resolution be prepared: carried, Broad, BroWn, Moore, Rich, Schussler and Whitaker voting aye by voice vote. Edmondson absent. A Damage Claim having been filed with the City Clerk on February 4, 1974, by James R. Brummet, 101 North 26th Avenue, it was MOVED by Schussler, seconded by Brown that said Damage Claim be referred to the City Manager and staff for Study and recommendation: carried, Broad, Brown," Moore, Rich, Schussler and Whitaker voting aye by voice vote. Edmondson absent. An appeal having been received from the firm of Walters, Whitaker, and Finney, Attorneys, on behalf of Glascam Builders, Inc., appealing the action of the Planning Commission in denying the planned develop- ment proposed for 2405 Lincoln Avenue, it was MOVED by Whitaker, seconded by Moore that February 25, 1974, be the date set for Hearing on this appeal: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting by voice vote. Edmondson absent. There being no further business to come before the Council, it was MOVED by Whitaker, seconded by Rich that this meeting be adjourned at 3:45 P.M., to Friday, February 15, 1974, at the hour of 12:00 Noon, to then meet in the Flight Deck Restaurant: carried, Broad, Brown, Moore, Rich, Schussler and Whitaker voting aye by voice vote.
