HomeMy WebLinkAbout11/20/1974 Adjourned Meeting 217 ADJOURNED REGULAR MEETING - WEDNESDAY, NOVEMBER 20, 1974 The City Council met in session at 4:30 P.M. on this date at the Holiday Motor Inn. Councilmen present at the meeting were Mayor Bert Broad, Wray Brown, Betty L. Edmondson, Dick Jarms, W. K. "Pete" Moore, and Charles A. Rich. Councilman Schussler absent. Council and Staff reviewed budget related items pending from the Study Session Agenda of November 11, 1974. 1. Capitol Theatre. The City Manager related his intent to obtain an Economic Feasibility Analysis of the use of the Theatre for professional entertainment, under operation as a municipal auditorium. Results of the study will possibly enable the City to engage performances on a contract basis so that the Theatre could be self supporting for at least the first year of operation. After discussion the Council consensus was to agree that the Economic Feasibility Study be conducted. A meeting will be scheduled with Herb Frank and the Council to discuss this concept. 2. Bicycle Registration/Education. The Council reviewed a Police Department proposed bicycle registration and education program directed at establishing and staffing a new registration center to cost approximately $45,000 the first year. Revenue was anticipated to come from the sale of 20,000 licenses at $2.00 each. The Council was concerned that revenue projections indicated were possibly too generoUs and were opposed to an independent registration center. The Council determined that, this program has prioritylfor_the:1975 budget and should be considered in six months in a collaborative effort with the Fire Department. 3. Gambling Legislation. The Council reviewed the prospect of licensing and taxing various forms of gambling now permitted under State law. After discussion, Council consensus was that the City Manager direct staff to prepare legislation which would first ban punch boards and pool legalize and tax to the maximum limit permitted under State law, bingo, raffles, amusement games, and public card rooms (schools, churches and social organizations conducting a yearly event would be charged only a one-time flat fee). 4. Southeast Community Center Proposal/Parks and Recreation Evaluation. Council members reviewed a proposed program to expand youth and Southeast Community Center services through the Yakima Parks and Recreation Department. In addition, the Council reviewed the analysis of that proposal submitted by Ron Abernethy. Council members expresseddi:Ssatisfaction over the lack of response by the Southeast Community Center in accounting for its funding and budget control. City Manager McMicken indicated that the program as contemplated, would serve only a minimum performance function and that it still would not effect the crime rate and parental attitudes. Betty Edmondson expressed concern that it would become an on-going program with annual demands for funding. City Manager McMicken urged the Council to consider the fact that the City does have other priorities for the use of these funds. Council consensus was to drop consideration of funding the proposal. 28, ., ADJOURNED REGULAR MEETING WEDNESDAY, NOVEMBER_20„-1974 5. Police - Fire Expenditures. City Manager McMicken observed that few expenditures in the General Fund . for police and fire were equal to those spent state- wide and those in other jurisdictions, i.e., Fire equalling 22 percent and Police equalling 30 percent. The Council agreed that this proportion appeared to be adequate. Subsequently, the City Manager asked the Council to consider a proposal wherein the City Manager would delegate union negotiation responsibilities to each respective Chief and allocating their appropriate percentage of General Fund, thereby making the Chiefs responsible for managing departmental needs and salary needs together. The purpose would be to increase departmental productivity in building incentives as well as enabling:the Chiefs to understand their responsibilities as , members of Management. The Council gave no consensus, but . , expressed interest in seeing the proposal develop further. 6. Southeast Community Center Clinic. The Council reviewed a second request from the Southeast Community Center Clinic 1 for $80,000 over a period of two years to aid in the operation of health services City-wide. In reviewing the , Clinic's proposed budget and past expenditures, the Council gave tentative approval to the proposed funding through Federal Revenue Sharing Allocation. There being no further business to come before the Council, it Las MOVED by Moore, seconded by Rich that this meeting be adjourned to Friday, November 22, 1974 at the hour of 6:00 P.M. to then ir et in the El Cid Restaurant: carried, Broad, Brown, Edmondson, arms, Moore and Rich voting aye by voice vote.
