Council Member Ettl gave an invocation and led the Pledge of Allegiance

ACTION Council agreed to Dave Ettl replacing Bill Lover on the GFI Committee.
4 Consent Agenda
Items 4B and 15 were added to the consent agenda.
ACTION Motion carried to approve the Consent Agenda as read VOTE. 6 -0, Adkison

ACTION Motion carried to approve the Council meeting minutes.

• Rules and Procedures Committee — September 30, 2010
➢ Committee recommendation that the full Council not conduct a public
hearing regarding Initiative 1053, but offer Mr Eyman the opportunity to
present information about Initiative 1053 during Audience Participation at
the October 19 Council business meeting
ACTION Council Committee meeting minutes were approved
5. Audience Participation
Jim Evans asked whether his previous question about property assessments within the
City of Yakima had been researched He acknowledged that Mr Zais had advised
previously that property taxes are handled through the County, not the City He
complained about raising the utility taxes, City staff, new equipment, and the City's
quality of work.
Robbie Byrne spoke about the newspaper article on a potential utility tax increase and
asked Council not to raise taxes.
Candie Turner supported the potential utility tax increase if it is necessary to maintain
firefighters and police officers.
Randall Leofsky spoke about the Barge /Chestnut Historical Preservation District design
guidelines. He is in favor of delaying action on this issue.
Ann Knapp read a letter into the record submitted by AJ & Shannon Heckart objecting to
the design guidelines. She also commented that the hearing needs to be postponed,
the design guidelines need to be analyzed and the facts need to be obtained through a
public process.
Lynn Harden spoke about the budget and gave advice on why people are resistant to
new taxes.
Todd Curtis claimed that the first priority of government is not to overly burden the
taxpayer

6 Closed Record public hearing to consider the preliminary plat of Mountain View Estates
Joseph Calhoun, Assistant Planner, described the preliminary plat. The public hearing
was held No one came forward to speak.
ACTION Motion carried to accept the Hearing Examiner's recommendation and direct
Legal to prepare the appropriate legislation VOTE 6 -0, Adkison absent
7 Public hearing to consider a Resolution adopting design guidelines for Barge- Chestnut
Neighborhood Historic District
ACTION Motion carried to defer Item 7 VOTE. 6 -0, Adkison absent
CITY MANAGER'S REPORTS
8 Presentation of 2011 Preliminary General Government Budget Forecast and set date of
public hearings for November 16, 2010 for
A. 2011 Ad Valorem Tax
B 2011 Proposed City of Yakima Budget
City Manager Zais presented the General Government budget in the amount of $56 8
million, which is 5 2% less than the 2010 amended budget.
ACTION Motion carried to set the date of public hearings for November 16, 2010 to
consider the 2011 Ad Valorem Tax and the 2011 Proposed City of Yakima Budget.
VOTE. 6 -0, Adkison absent

9 Consideration of a Resolution authorizing execution of a professional services
agreement and amendments to retain MagaIlan Consultancy as the Yakima Gang Free
Initiative (GFI) coordinator and planner
Assistant City Manager Zabell gave background information on the GFI Police Officer
Mike Merryman said the coordinator's key focus will be working on sustainability of the
initiative
ACTION Motion carried to adopt the Resolution VOTE. 5 -1, Lover voting no, Adkison

ACTION Report was accepted; project was approved and final payment was

ACTION October 19, 2010 was set as the date of public hearing to consider the 2011

19 Other Business
Council discussed whether they were in favor of considering a utility tax to help mitigate
some of the proposed 2011 budget cuts.
ACTION Motion carried to communicate to the City Manager that Council is not
interested in entertaining a council manic utility tax increase. VOTE 6 -0, Adkison
absent
Council Member Coffey stated that when a citizen makes a statement that is incorrect,
Council should clarify the facts in order to prevent the public from receiving erroneous
information.

ACTION Motion to adjourn to October 12, 2010 at 6 00 p m in the Council Chambers
for a joint public meeting with Yakima County on the West Valley Neighborhood Plan
