STUDY SESSION '
1. ROLL CALL
The City Council met in session on this date at 2 :00 p.m. in
the Council Chambers of City Hall, Yakima, Washington. Mayor
Lynn Carmichael presiding, Council members Clarence Barnett,
Henry Beauchamp, Lynn Budianan, Shirley Doty, W. K. "Pete"
Moore and Jack Sparling and City Manager Zais and City
Attorney Andrews present on roll call.
2. INVOCATION -
The Invocation was given by Council member Buchanan.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
Referring to a recent article in the Yakima Herald - Republic,
Council member Moore questioned why Council members were not
informed of the most recent information regarding a proposed
joint City /County law facility prior to the City Manager's
meeting with the County Commissioners. City Manager Zais
responded, providing background information regarding past
communication with the County regarding the proposed joint law
facility `and informed Council of the most recent events.
Council member Barnett expressed his approval of the City
Manager's memo to Department Directors regarding Preliminary
Guidelines for the 1984 Budget wherein the Major Policy Issues
portion of the budget includes proposed funding sources.
Council. member Doty requested clarification of the City's
co- sponsorship involvement with the July 4 celebration. Mayor
Carmichael responded, stating public invitations were extended
on behalf of the City.
Council member Doty requested a report of the first six months
expenditures of the Council's budget. City Manager Zais
stated staff ,would provide that information for Council.

5. STATUS REPORT FROM CITY ATTORNEY REGARDING TIGER OIL GAS SPILL
City Attorney Andrews informed Council that since staff's June
30th report, the situation with the gas spill recovery process
has changed. He stated the gasoline recovery process will
begin Thursday, July 7 versus July 5, as outlined in the
report, due. to the involvement of another party, owner of the
Mini -mart property. He .indicated a new agreement would need
to be drawn up allowing for the owner of the Mini -mart store
to became a signatory on' the agreement, as drilling will be
necessary on his property also. City Attorney Andrews stated
staff will monitor the process and keep Council informed.
6. REPORT REGAARDING FIRE DEPARTMENT APPARATUS REPLACEMENT NEEDS /COSTS/
FINANCING
Fire Chief Carroll addressed the need for a Fire Department
apparatus replacement fund _and referred to staff's report
which explained the current and projected 1989 age of the
various Fire Department apparatus. He recommended the
establishment of a funding process which would allow for
planning of equipment replacement. Mayor Carmichael
questioned if Chief Carroll was actually seeking a policy
guideline from Council on this matter. Fire Chief Carroll
responded in the affirmative. Council member Barnett
'expressed his, dissatisfaction with staff request for policy

guidelines which were not in compliance with the City
Manager's July 1 memo regarding 1984 Budget - Preliminary
Guidelines. Council member Moore expressed his support for
the establishment of an equipment replacement fund.
Discussion followed regarding staff's proposed annual
apparatus replacement sgedule of $115,000. (Council member
Budzanan absent after 2:40 p. m.) City Manager Zais commented
on the other various City departments that are experiencing
the need for an equipment replacement plan. Council member
Sperling commented Council needs_ to look at both aspects of an
equipment replacement fund and the'lease purdzase plan. He
requested the City Manager address this issue for each of the
departments. City Manager Zais commented the intention of
this report was for Council's consiaPration in the 1984 budget
process. It was the consensus of the Council that the concept
of an apparatus replacement fund is important, however,
Council needs to look at the entire situation in conjunction
with the 1984 budget process.
7. REPORTS FROM TRAFFIC ENGINEERING REGARDING: -
I
a. Petition for traffic light signalization at 48th Avenue and
Tieton Drive.
Hank Hein, Supervising Traffic Engineer, provided a brief
overview of staff's report. Council member Doty
expressed her support for the installation of a street
light at the intersection of 48th Avenue and Tieton Drive
and urged staff to work as diligently as possible towards
this effort. Council member Barnett and Mayor Carmichael
concurred with Council member Doty's suggestion.
(Beauchamp temporarily absent after 2 :55 p.m.) It was
MOVED by Moore, seconded by Barnett to accept staff's
recommendation and proceed regarding, _ 48th Avenue and
Tieton Drive as outlined. Unanimously carried by voice
vote. Buchanan absent. Beauchamp temporarily absent.
b. West Yakima Avenue Signal Project.
Hank Hein began discussion regarding the West Yakima
Avenue signal project, informing Council of staff's
preliminary recommendations for traffic signals at 1st,
2nd and 4th Avenues, which included: 1) review of
intersections and parking elimination, reduce
obstructions and the placement of striping on side
streets to help mitigate the impact of the reduced
operation of signals, 2) expand existing flashing
opPration of signals to be on flash (red for the side
streets, amber for Yakima Avenue) from 5 :30 p.m. to 7:30
a.m. (Traffic Safety Committee recommended a change be
made in the time; 6 :00 p.m. to 7 :30 a.m. vs. 5:30 p.m. to
7:30 a.m.); and 3) on or about August 15th, conduct a
two -week experiment extending "indefinitely with 24
hours /day flashing operation. ( Beaudiamp present after
3:05 p.m.) Mr. Hein explained the purpose of the project
is to reduce the collision situation which exists on
Yakima Avenue in this particular area. (Moore absent
after 3:10 p.m.) Mayer Carmichael expressed her
apposition to staff's recommendation to place the signals
at 1st, 2nd and 4th Avenues in a flashing mode and
requested to review a profile of the area's collision
history. Mr. Hein stated the majority of collisions
involve out of town visitors who run red lights due to
the confusion of the side lights. Council member Doty
stated she Would foresee more accidents if the street
lights were put in a flashing mode 'as this would cause
confusion for citizens. Discussion followed regarding
positive and negative factors involved with the proposed
signal changes. Hank Hein responded to Council's
questions. It was MOVED by Sperling, seconded by
Beauchamp to accept recommendations Nos. 1, 2 and 3 as
outlined, ganging recommendation No. 2 to read as 6 :00
p.m. to 7:30 a.m. Council member Barnett expressed his

concern with staff's report as the report indicated staff
recommendations were preliminary and not final
reccmmendations. He indicated he would like to review
the possible irnpacts of the recannendations for signal
Changes upon downtown business owners. It was MOVED by
Doty, seconded by Barnett to table the motion for one
week, until the July 12, 1983 Business meeting.
Unanimously carried by voice vote. Buchanan and More
absent.
8. NOTIFICATION FROM CITY CLERK REGARDING PROPOSED AMENDMENT TO
COUNCIL RULES OF PROCEDURE

clarification of Item No. A (k) of proposed resolution
which states recordings of meetings involving only routine
natters should be retained until the written minutes of that
meeting have been approved by the City Council. The City
Clerk responded to Council's questions. Council member
Barnett stated he would prefer tape recordings of routine
meetings he retained for a specific period of time, such as 30
or 60 days following the approval of the written minutes.
City Attorney Andrews responded, informing Council staff could
prepare a re-drafted rule to allow for a 30 or 90 day tape
recording retainment period following the approval of written
Council minutes.
City Manager Zais referred to an information item included in
Council's packet regarding a letter dated June 28 to the
Washington State Office of Financial Management by the City of
Yakima protesting the preliminary 1983 City of Yakima
population estimate. City Manager Zais informed Council the
Office of Management's population estimate decrease of 1,500
could have significant impact on the City's future allocations
of government funding on various levels.

9. EXECUTIVE SESSION
It was MOVED by Sparling, seconded by Beauchamp to adjourn to
Executive Session for the purpose of discussing prospective
litigation, to immediately adjourn thereafter. Unanimously
carried by voice vote. Buchanan and Moore absent. Sparling
temporarily absent.
