Open record public hearing to consider the Yakima Planning
Commission's recommendation on a Comprehensive Plan
Amendment (CPA#005-18) and Rezone (RZ#006-18) request
submitted by West Valley Nursing Homes Inc

SUMMARY EXPLANATION:
Norden Planning Services, on behalf of West Valley Nursing Homes Inc., submitted
Comprehensive Plan Map Amendment (CPA), Rezone, and Environmental Review applications
for five (5) parcels totaling 20.98 acres in the vicinity of South 85th Ave and Occidental Ave. The
property owner is requesting to retain the Future Land Use map designation of Mixed Residential
and zoning designation of Multi -family Residential (R-3) previously approved through CPA#006-
12, RZ#006-12, and remove a property use and development agreement executed by City
Council which limited development of the property to multi -family senior living and senior care
residential facilities. After holding a study session on July 11, 2018 and a public hearing on
September 26, 2018, the Yakima Planning Commission recommended approval of the Comp
Plan Amendment and Rezone applications, with the Findings being signed by the chair on
October 3, 2018.
In accordance with YMC 16.10.090, the City Council shall direct planning staff to prepare
legislation to approve, approve with conditions, or deny each amendment under consideration;
and at a subsequent City Council meeting enact an Ordinance adopting the decision reached at
the public hearing.

packet. Please bring those materials to the public hearing. More information regarding the 2018

The Public Hearing notice has been provided to all Yakima -area media, including Tu Decides,
KDNA Radio, El Sol de Yakima, Hispanavision, Bustos Media, and El Mundo.

BOARD/COMMITTEE RECOMMENDATION:
The Yakima Planning Commission held a public hearing on August 22, 2018, continued to
September 26, 2018, and issued their recommendation, with the Chair signing the findings on
October 3, 2018.

proposes a senior living/senior care land use and therefore proposes to vacate the property use and
development agreement to allow for other multi -family uses.
