NOVEMBER 19, 1984
ADJOURNED MEETING - BUDGET REVIEW
The City Council met in session on this date at 1:30 p.m. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Clarence Barnett, Lynn Buchanan, Lynn Carmichael and Jerry Fay.
Council member Shirley Doty present after 1:35 p.m. Council members
Henry Beauchamp and Jack Sperling absent.
STREETS
Dave Rhodes, Director of Public Works, Del Kary, Street and Refuse
Manager, and Joe Jackson, Street Supervisor, were available to respond
to Council's questions. Mr. Rhodes summarized the 1985 proposed budget,
commenting it is very similar to 1984 and no additional staff is
proposed. Council member Carmichael expressed her concern with the
deterioration of concrete streets. Mr. Kary stated that a map inventory
was completed during the ash cleanup for FEMA which showed that Yakima
has over 12 miles of concrete streets and preventative maintenance on
these streets is not cost-effective. He stated the department has tried
some "patching material" on 36th Avenue, but noted that the material is
costly for small potholes. Mr. Rhodes stated that for certain streets
in Yakima it would be best to remove everything and start over again.
He noted that one of the largest unfunded liabilities in the State of
Washington is the deteriorated streets. Discussion was held regarding
the vandalism which occurs with the trash receptacles in the downtown
area. Council member Doty stated her concern on the poor condition of
sane alleys expressed to her by elderly Yakima citizens. Mayor Barnett
questioned the participation in the Sidewalk Repair Program. Mr.
Jackson listed several locations in which sidewalk repair have taken
place.
PARES AND RECREATION
Dave Rhodes, Gordon Elliott, Parks Superintendent, and Jodi Wroblewski,
Recreation Superintendent, were available to respond to Council's
questions. Mayor Barnett questioned the CBD Maintenance expense and
revenue figures. Staff explained that $11,000 is the amount of profit
the City is receiving from Diamond Parking for the operation of
city-owned parking lots. Discussion was held regarding the utility
payments for the CBD area and parking lots. Mr. Rhodes informed Council
about the problem of renting the houses at Chesterley and Randall Parks.
Mr. Elliott indicated there would be a 50 increase in the golfing fees
at the golf course, which is still below average in the Yakima area.
Mayor Barnett questioned why there is a decrease in projected revenue
for the pools in 1985 over 1984. Ms. Wroblewski noted that last summer
was relatively good for swimming and informed Council that the pools
were closed for only one day. Mr. Rhodes stated that his department has
accurate pool attendance records back to 1980.
SENIOR CENTER
Denise Nichols, Supervisor, provided Council with detailed information
on the revenues projected by Senior Center tours in 1984. Council
member Doty questioned where the people of the Senior Employment Program
had been placed for employment. Ms. Nichols responded that sane
employment was seasonal and the variety of employment ranged from
housesitting to superintending bank parking lots. Mr. Elliott responded
to Council member Doty's question on the shifting of personnel in
Service Unit 429.
It was MOVED by Foy, seconded by Buchanan to recess at 2:50 p.m. for the
purpose of Council members Doty and Carmichael to attend a meeting at
the Yakima County Courthouse and to resume this budget review when they
returned. Unanimously carried by voice vote. Council members Beauchamp
and Sperling absent.
Council reconvened at 3:45 p.m. (Council member Carmichael absent after
3:45 p.m.) Ms. Wroblewski outlined the proposed brochure to be published
for the public. Discussion was held on the success of the Major Policy

Issue of the City corrections work crew. Mr. Rhodes noted that this was
also a major policy issue for the Police Department. Mr. Elliott listed
the locations for the proposed new soccer fields. Council member Foy
stated he would rather see the golf course fees increased by $1.00
rather than 50. Mayor Barnett questioned the percentage amount of
rental fees to be increased at the Senior Center. Ms. Nichols stated
that the revenue would he enough so as to cover operational costs.
CEMETERY
Council member Doty questioned the type of advertising to be done by the
Cemetery Division. Mr. Elliott responded that advertisements would be
placed in the local newspaper. Discussion was held on the spaces
available on Cemetery land. Bernie Sims, member of the Parks &
Recreation Ccmmission, informed Council of a recent "tour survey" they

held at the Tahoma Cem ims Cemetery. Mr. S stat th
ed that it was the general
consensus of the 25 people taking the tour, that the facility had been
the
closed; public had not been made aware of the competitive prices and
valuable assets the cemetery has to offer, thus the need for
advertising., Discussion followed on the various types of ;burial such as
double-decking and cremation.
There being no further business to cane before the Council, it was MOVED
by Doty, seconded by Foy that this meeting be adjourned at the hour of
4:10 p.m. Unanhnously carried by voice vote. Council members
Beauchamp, Carmichael and Sparling absent. ■
