NOVEMBER 26, 1984
ADJOURNED MEETING - BUDGET REVIEW
The City Council met in session on this date at 2:00 p.m. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Clarence Barnett, Henry Beauchamp, Lynn Buchanan, Shirley Doty and
Jerry Foy. Council members Lynn Carmichael and Jack Sparling absent and
excused.
COMMUNITY AND ECONOMIC DEVELOPMENT
Larry Wright, Assistant Director of Community and Economic Development,
was available to respond to Council's questions. He explained the
expenses under the line it for Hearing Examiner, in response to the
Mayor's inquiry, stating that even though this position is not filled,

there were expenses related to this position and charged against this
account. Referring to the authorized personnel listing on page 103, Mr.
Wright corrected an error under the 1983 Actual Listing for personnel,
requesting Council to insert the number "one" for Planning Supervisor.
Referencing the number of conferences and workshops planned in 1985,
Council member Doty commented that it seems like a lot of time for staff
to be away from City Hall. Mr. Wright commented that the majority of
those meetings are attended by the department director. Council
reviewed the policy issues, and questioned the benefits to be derived by
the City in eliminating the fees for zoning applications and
publication/maps. Council member Beauchamp asked haw the staff would be
impacted when the new zoning ordinance becomes effective. Mr. Wright
responded that the Department will not be requesting additional staff.
He stated that until the new ordinance is in place, it will be difficult
to estimate how much time it will take to administer it. He further
commented that there are several assigned projects that have been
delayed so staff could concentrate on the zoning ordinance project.
There was further discussion regarding the elimination of the fees in
the Planning Division, several Council members commenting they would
rather charge the fees, which would offset the expenses for the updating
of the base maps.
CODE ADMINISTRATION
Bob Shampine, Code Administration Manager, distributed an update of the
performance statistics given on page 113. There was a brief discussion
regarding the capital outlay request for an extension ladder. Council
discussed the major policy issue "A" concerning the weed abatement
project on pages 116-117. Mayor Barnett expressed his concern about the
amount of time this program entails, which could be spent on fire
inspections. Council member Foy commented that perhaps the billing
cycle could be shortened. Referring to major policy issue "B", increase
in general business license fees, Mr. Shampine reported that this
increase will take place January 1, 1986. Major policy issue "C"
regarding an increase in regulatory license fees was discussed next.
City Manager Zais commented that business licenses are a revenue raising
fee; while regulatory fees are an attempt to offset administrative

costs. Mayor Barnett stated he would rather review the rate increase
each year instead of an automatic 5% annual increase.
CITY HALL
There was discussion regarding the capital outlay request for carpeting
for the main lobby, City Manager's secretary's office, Mayor's office,
Council Chambers and the City Council Conference Room, with Council
questioning the necessity for replacing this carpet. Council then
discussed policy issue "B" regarding the remodeling of City-owned
facilities and correction of code deficiencies. Tom Fieldstead, Deputy
Fire Chief, responded to Council's questions regarding the remodeling
and correction of the code deficiency of the door at Fire Station #4.

CABLE TV
Bruce Crest, Cable Communications Coordinator, was available to respond
to Council's questions. Council questioned the necessity for the VCR
and television for training purposes at the Housing Services Center.
Mr. Crest requested Council to bring this up for discussion when the
Housing Services' Budget is reviewed. He briefly explained the
necessity for the equipment requested in the capital budget. There was
also discussion regarding the coordination between the Skills Center,
KYVE and the City's TV operation for the utilization of equipment, etc.,
or combining operations. Bruce Crest suggested this task could be
assigned to the Community Programming Advisory Committee. Mayor Barnett
and Council members Doty and Foy supported,this suggestion.
II/ John Hanson, Director of Finance & Budget, distributed information on th
Federal Revenue Sharing for the budget hearing to be held November th
ber 27.
There being no further business to come before the Council, it was MOVED
by Buchanan, seconded by Doty that this meeting be adjourned at the hour
of 3:48 p.m. Unanimously carried by voice vote. Carmichael and
Sparling absent.
