BUSINESS MEETING
1. ROLL CALL
The Council met in session on this date at 3:00 p.m. in the
Council Chambers of City Hall, Yakima, Washington, Mayor
Barnett presiding, and Council members Henry Beauchamp, Lynn
Buchanan, Lynn Carmichael, Shirley Doty, Jerry Foy and Jack
Sparling and City Manager Zais and City Attorney present on
roll call. Pat Berndt, Council member-elect was also present
at the business meeting.
2. INVOCATION
The Invocation was given by City Attorney Andrews.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
Mayor Barnett distributed material relating to the 99th
birthday of the City of Yakima and encouraged fellow Council
members to participate in this event for City employees.
Mayor Barnett presented Resolution No. D-5058, a Resolution of
appreciation and commendation to Council member Doty for
services performed during her tenure as Council member. It
was MOVED by Foy, seconded by Sparling, that Resolution D-5058
be adopted. Unanimously carried by roll call vote. Doty
Abstaining.
RESOLUTION NO. D-5058, A RESOLUTION of appreciation and
commendation for the services performed by Shirley Doty during
her tenure as a Yakima City Council MeMber.
Council member Doty presented a plaque which had been given to
her by the Washington State Association of ACtivities
Professionals in appreciation of the support shown towards the
elderly and handicapped in the community. She also stated
that Joe Jackson, Street Supervisor had been honored recently
at the 22nd Annual Washington State .Road and Street
Maintenance Supervisory School for outstanding performance on
their jobs.
Council member Foy stated a meeting had previously been
scheduled for January 30, 1985 at 7:30 p.m., for the purpose
of hearing the Urban Area Plan, however, the County
Commissioners will be attending a District Meeting in Spokane
that day. It was the general consensus of the Council to
reschedule this meeting for January 28, 1985 at 6:30 p.m. in
the Convention Center.
City Manager Zais reminded Council that January 8th would
normally be an evening meeting, however, a meeting to review
the Urban Area Plan has been scheduled for that afternoon. He
indicated there will be no study session that evening, and the
business meeting will convene at 7:30 p.m. on January 8th.
After further discussion it was the general consensus of the
Council to convene the meeting at 6:30 p.m. rather than 7:30
p.m. on January 8th.
Larry Wright, Assistant Director of Community and Econamic
Development, stated the materials distributed to Council
members today contain an introductory statement and summary
material which would be beneficial for Council to review prior
to the January 8th meeting.
4. CONSENT AGENDA
Mayor Barnett referred to the Items placed on the Consent
Agenda, questioning whether there were any additions or
deletions from either Council members or citizens present.
There being no addition or deletion requested by Council
members or citizens present, the City Clerk then read the
Consent Agenda items, including resolutions and ordinances by

title. It was MOVED by Carmichael, seconded by Buchanan, that
the Consent Agenda, as read, be passed. Unanimously carried
by roll call vote. (Subsequent paragraphs preceded by an
asterisk (*) indicate items on the Consent Agenda handled
under one motion without further discussion.)
*5. APPROVAL OF MINUTES
The Council minutes of November 9, 13, 15, 19, 20, 26 & 27,
1984 were approved, having been duly certified accurate by two
Council members and no one present wishing to have said
minutes read publicly.

8. RESOLUTION DESIGNATING FRED S. JAMES AS THE BROKER OF REODRD FOR
THE CITY OF YAKIMA
Resolution No. D-5059 having been read by title, it was MOVED
by Doty, seconded by Beauchdmp, that the Resolution be
adopted. Carried by 3-2 roll call vote. Barnett and
Carmichael voting nay. Buchanan and Sparling abstaining due
to conflict of interest.
RESOLUTION NO. D-5059, A RESOLUTION ratifying the acceptance
of a proposal from Fred. S. James & Company of Washington for
insurance coverage, and designating Fred. S. James & Company
of Washington as the City's broker of record for general
liability, property and casualty insurance coverage.
*9. RESOLUTION AUTHORIZING EXTENSION OF CONTRACT WITH THE VISITORS AND
CONVENTION BUREAU REGARDING OPERATION OF THE TROLLEYS
RESOLUTION NO. D-5061, A RESOLUTION extending the termination
date of a Data Processing Services Agreement with the Yakima
Health District.
*11. RESOLUTION AUTHORIZING EXTENSION OF LEASE AGREEMENT WITH YAKIMA
SCHOOL DISTRICT NO. 7 FOR CABLE COMMUNICATIONS OFFICE AT THE SKILLS
CENTER
RESOLUTION NO. D-5062, A RESOLUTION authorizing and directing
the City Manager and the City Clerk of the City of Yakima to
execute a lease agreement with Yakima School District No. 7.
*12. DISPOSITION OF DAMAGE CLAIMS:
a. Resolution Authorizing Payment to David G. Howerton in

settlement of a Claim for Damages
RESOLUTION NO, D-5063, A RESOLUTION authorizing the payment of
$88.12 to David G. Howerton in settlement of a claim for
damages.
b. Resolution Authorizing Payment to Bert Broad in settlement
of a Claim for Damages
RESOLUTION NO. D-5064, A RESOLUTION authorizing the payment of
$104.69 to Bert Broad in settlement of a claim for damages
filed with the City of Yakima.
c. Resolution Denying the Damage Claim Filed by Vickie Brawner
RESOLUTION NO. D-5065, A RESOLUTION denying the claim of
Vickie Brawner filed with the City of Yakima.

*13. REPORTS FROM DEPARTMENT OF FINANCE & BUDGET
a. Approval of Treasury Report for November 1984
The report from the Director of Finance and Budget dated
November 30, 1984, regarding the investments of the City of
Yakima, was accepted and approved.
b. Approval of November 1984 Budget Report
The report from the Director of Finance and Budget dated
November 30, 1984 regarding the revenue and expenditures for
the City of Yakima, was accepted and filed.
14. ORDINANCE ADOPTING THE 1985 BUDGET
City Manager Zais commented on the final schedule for the 1985
Budget, stating it incorporates and includes all of the
changes authorized by Council through the preliminary budget
reviews. He stated there were additional changes made as a
result of past Council actions which needed updating in the
1985 Budget. Mr. Zais highlighted these changes and explained
how they relate to each of the major funds. He stated the
total budget is $43,182,179 for 1985, representing an increase
of approximately 3.7 million dollars over the original 1985
preliminary budget, and further explained the reasons for this
difference. Following further explanation and discussion, and
Ordinance No. 2827 having been read by title, it was MOVED by
Buchanan, seconded by Foy, that the Ordinance be adopted.
Unanimously carried by roll call vote.
ORDINANCE NO. 2827, AN ORDINANCE adopting a budget for the
City of Yakima, Washington, for the year 1985; and
appropriating funds for estimated expenditures.
*15. ORDINANCES AMENDING THE 1984 BUDGET FOR THE FOLLOWING FUNDS (First
Readings)
a. Tourist Promotion Fund
An Ordinance amending the 1984 budget and making an
appropriation in the 170 - Tourist Promotion Fund having been
read by title only at this meeting, was laid on the table for
three weeks or until January 8, 1985.
b. Fire Capital Fund
An Ordinance amending the 1984 budget for the City of Yakima,
and making an appropriation in the 332 -Fire Capital Fund
having been read by title only at this meeting, was laid on
the table for three weeks or until January 8, 1985.
c. Health Benefit Reserve Fund
An Ordinance amending the 1984 budget for the City of Yakima;
and making an appropriation in the 613 - Employee's Health
Benefit Reserve Fund, having been read by title only at this
meeting, was laid on the table for three weeks or until
January 8, 1985.
*16. ORDINANCE AMENDING THE CLASSIFICATION AND COMPENSATION PLAN
ORDINANCE NO. 2828, AN ORDINANCE relating to City personnel;
adopting a classification and compensation plan for the City
employees to be effective January 1, 1985; amending Sections
2.20.100 and 2.20.110 of the City of Yakima Municipal Code.
*17. ORDINANCE AMENDING THE MUNICIPAL CODE RELATING TO CITY GOVERNMENT
ADMINISTRATION
ORDINANCE NO. 2829, AN ORDINANCE relating to City government
administration; defining the responsibilities and duties of

certain administrative officers and offices; and amending
Subsection 1.18.015 B and Section 1.18.080 of the City of
Yakima Municipal Code.
18. OTHER BUSINESS
Council member Doty stated there are two positions on the
Housing Authority Board which need to be filled. It was MOVED
by Doty, seconded by Beauchamp, to reappoint Robert Villbrandt
to the Housing Authority Board. Unanimously carried by voice
vote. It was MOVED by Doty, seconded by Buchanan, to appoint
John Bulgar to the Housing Authority Board to fill the vacancy
created by Penny Milczewski. Unanimously carried by voice
vote.
EXECUTIVE SESSION
It was MOVED by Foy, seconded by Carmichael to move into
executive session for the purpose of discussing collective
bargaining. Prior to voting on the motion, Council member
Sparling addressed the question of extending transit service
to other ccmmunities in order to receive funding from the
motor vehicle excise tax (MVET). He stated his intent is to
reduce the City sales tax to the level the County is presently
paying (7.5%), and thought this might be a way to do so. He
indicated it would take some special effort on the part of the
Council to accomplish this. Dave Rhodes, Director of Public
Works, then explained to Council the process necessary to
create a Public Transportation Benefit Area (PTBA). After
further discussion, it was the general consensus of the
Council to consider the issue at a later date.
It was MOVED by Buchanan, seconded by Sparling, to amend the
notion to adjourn immediately thereafter. The question was
called for a vote on the motion, as amended. Unanimously
carried by voice vote.

19. ADJOURNMENT
Following the completion of the Executive Session, the meeting
was adjourned at the ho. of 4:00 p.m.
