HomeMy WebLinkAbout07/03/1984 Study Session JULY 3, 1984 321 STUDY SESSION The City Council met in session on this date at 2:00 p.m. in the Council Chambers of City Hall, Yakima, Washington. Council members present were Mayor Clarence Barnett, Henry BeauChamp, Lynn Buchanan, Lynn Carmichael, Shirley Doty, W. K. "Pete" Mbore and Jack Sparling. 1. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Council member Buchanan reported on the tremendous success of the Air Show held at the Yakima Air Terminal last weekend. He stated the participants are hoping to be invited back next year. II/ Mayor Barnett reported that the City had received a m ail-o-gram from our Sister City in Taiwan, Keelung congratulating us for our National Day. He stated he had been asked to announce the DARC meeting had been cancelled due to the 4th of July holiday. Mayor Barnett stated Council needs to appoint three members to serve on the Fair Housing Committee. It was the consensus of Council that Council members Beauchamp, Doty and Sparling would serve on this committee. 2. STATUS REPORT FROM PUBLIC WORKS DEPARTMENT RE: DISPOSITION OF VARIOUS PARK PROPERTIES Dave Rhodes, Director of Public Works, was present to answer questions regarding this item. Council member More requested to know what it would cost to create soccer fields in some of the City parks. Mr. Rhodes stated he did not have a dollar figure at this time. He indicated Kissel Park could possibly accommodate four or five soccer fields. He stated one point that needs to be made regarding Chesterley Park is that IAC does not have regulations to permit the City to dispose of that property, except maybe to exchange it for other property. He informed Council that Gilbert Park has some restrictions, however there are some things that could be done to enhance the park with playground equipment, etc., without turning it into primarily a children's park. Cbuncil member Doty questioned why soccer fields could not be developed at Randall Park. Mr. Rhodes indicated much of this area is part of the clear zone area for the airport, and leased for agricultural purposes. Council member Sparling questioned the future maintenance of the parks. Mr. Rhodes indicated the parks are looking better than they have for some time, and the Parks Division will continue to work on this situation. Council member Sparling asked about adding flower gardens and Mr. Rhodes indicated it is expensive to install as well as maintain flower gardens, and at this time there are not adequate funds to do so. City Manager Zais indicated he and Mr. Rhodes had taken a tour of the Central Business District II/ yesterday and determined the contractor is not doing an adequate job of maintaining the CBD area, consequently, his services will be terminated, and the second lowest bidder would be given the contract. It was the general consensus of the Council that staff continue to explore possible sites for future soccer'lields within the City parks. 3. EXECUTIVE SESSION It was MOVED by Doty, seconded by Buchanan to move into Executive Session for the purpose of discussing collective bargaining. Unanimously carried by voice vote. 322 JULY 3, 1984 BUSINESS MEETING 4. ROLL CALL At 3:00 p.m., the Council members ccmmenced the regular fleeting, Mayor Barnett presiding, Council members Beauchamp, Buchanan, Carmichael, Doty, Moore and Sparling and City Manager Zais and Assistant City Attorney Vanek present on roll call. 5. INVOCATION The Pledge of Allegiance was led by Mayor Barnett. 6. CONSENT AGENDA Mayor Barnett referred to the Its placed on the Consent II/ Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. Council member Carmichael requested that Item No. 19a be added to the Consent Agenda. It was the general consensus of the Council that the addition of Item No. 19a, as requested, be made. The City Clerk then read the Consent Agenda Items, including resolutions and ordinances by title. It was MOVED by Carmichael, seconded by Buchanan that the Consent Agenda, as read, be passed. Unanimously carried by roll call vote. (Subsequent paragraphs preceded by an asterisk (*) indicate items on the Consent Agenda handled under one motion without further discussion.) 7. CURRENT STUDY SESSION ITEMS None *8. APPROVAL OF COUNCIL MINUTES OF MAY 15, 1984 The Council minutes of May 15, 1984, were approved, having been duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. 9. AUDIENCE PARTICIPATION None 10. HEARING ON FINAL ASSESSMENT ROLL FOR L.I.D. NO. 1034, ZIER ROAD SEWER DISTRICT This being the time fixed for the hearing on the final assessment roll for L.I.D. No. 1034 Zier Road Sewer District, Rita Germunson, Office Engineer, was present to answer questions regarding this item. She stated the cost difference between the final and estimated cost is due to a low construction bid and the sewer main construction in the unimproved right-of-way of Zier Road, therefore eliminating the addition of a one inch overlay required by the County for street repair. She indicated the effect was a reduction in the assessment rate for the property owners from $36,083 to $25,000. She stated there is a total of $4,664 City participation, which will be reimbursed to the City through future sewer construction to serve the balance of the lots in Conover Park. There being no citizen present wishing to speak to this issue, the public portion of the hearing was closed. Ordinance No. 2788 having been read by title, it was MOVED by Moore, seconded by Buchanan, that the ordinance be passed. Unanimously carried by roll call vote. ORDINANCE NO. 2788, AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 1034 as created and established by Ordinance No. 2731 of the Ordinances of the City of Yakima. JULY 3, 1984 323 *11. CONSIDERATION OF A RESOLUTION AUTHORIZING EXECUTION OF A GRANT APPLICATION TO UMTA FOR TRANSIT CIP PROGRAM RESOLUTION NO. D-4976, A RESOLUTION authorizing the filing of an application with the Department of Transportation, United States of America, for a capital grant under the Urban Mass Transportation Act of 1964, as amended. *12. CONSIDERATION OF A RESOLUTION APPROVING THE ISSUANCE OF INDUSTRIAL REVENUE BONDS BY THE YAKIMA COUNTY PUBLIC CORPORATION FOR LONGVIEW FIBRE COMPANY, INC. RESOLUTION NO. D-4977, A RESOLUTION, of the City Council of the City of Yakima approving the issuance of revenue bonds by the Yakima Public Corporation pursuant to RCW 39.84.060. *13. APPROVAL OF OUT-OF-STATE TRAVEL REQUESTS: a. Rose Marie Ulmer, Police Department, and Rick Pettyjohn, Information Systems, to Los Angeles, CA The out-of-state travel requests for Rose Marie Ulmer and Rick Pettyjohn to Los Angeles, July 4, 5 and 6, 1984, to attend a Software Computer Package Demonstration at a cost of $600 each, was approved. b. James McCormick, Police Department, to Kalispell, Montana The out-of-state travel request for James McCormick, Police Department, to attend the Northwest Polygraph Examiners Association in Kalispell, Montana, June 24-30th, 1984 at a cost of $150 was approved. *14. APPROVAL OF RIGHT-OF-WAY USE PERMIT FOR PROPERTY AT 415 W. WALNUT The right-of-way use permit requested by John R. Harman, for property located at 415 W. Walnut, was approved. *15. SET DATE OF HEARING FOR AUGUST 7, 1984 ON UMTA CAPITAL GRANT August 7, 1984 was set as the date of hearing on the UMTA Capital Grant. *16. CONSIDERATION OF AN ORDINANCE REZONING PROPERTY AT 54 WEST NOB HILL BOULEVARD, AS REQUESTED BY BAMBOO TERRACE ORDINANCE NO. 2786, AN ORDINANCE granting a major modification to a Planned Development zone applicable to property at 54 West Nob Hill Boulevard. *17. CONSIDERATION OF AN ORDINANCE AMENDING THE 1984 BUDGET, AMENDING THE EQUIPMENT REPLACEMENT FUND (First Reading) 11/ An ordinance amending the 1984 Budget, amending the Equipment Replacement Fund, having been read by title only at this meeting, was laid on the table for one week or until July 10, 1984. *18. CONSIDERATION OF AN ORDINANCE AMENDING THE 1984 BUDGET AND APPROPRIATING FUNDS INTO THE WORKER'S COMPENSATION FUND (Second Reading) An Ordinance making an appropriation in the 614-Worker's Compensation Fund having been read by title only at the previous meeting, was brought before the Council for a second reading. ORDINANCE NO. 2787, AN ORDINANCE amending the 1984 Budget for the City of Yakima; and making an appropriation in the 614-Workers' Compensation Fund for expenditure during 1984. 324 • JULY 3, 1984 19. OTHER BUSINESS *a. RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND INTERNATIONAL ENGINEERING ODNSULTING CONTRACT TO DESIGN MDDIFICATIONS FOR THE DIVERSION DAM RESOLUTION NO. D-4978, A resolution authorizing the execution of a letter agreement to retain consulting engineering services in connection with - general irrigation system diversion dam. City Manager Zais also reminded Council that next week's meeting is an evening meeting and will be held at 6:30 p.m. He also stated that Dave Rhodes, Director of Public Works, has been participating in some emergency training and preparedness workshops in Emmitsburg, Maryland, and has received a special honor by receiving an invitation to return and participate in a special emergency congressional preparedness workshop on a nuclear disaster for briefing with several members of Congress and legislative staff. City Manager Zais stated this is a very special honor and the City can be very proud that we have someone with this kind of recognition and experience, that the Federal Emergency Management Agency (FEMA) wants to take advantage of in this manner. D. Andrew, III, for services rendered by the Fire Department. 6/26/84; Report from Chief of Police for May 1984; and Yakima Community Television, "Cable Cues", July 1984. 20. ADJOURNMENT There being no further business to come before the Council, it was MOVED by Beauchamp, seconded by Carmichael, that this meeting be adjourned at the hour of 3:20 p.m. Unanimously carried by voice vote.
