ADJOURNED MEETING - BUDGET REVIEW
The City Council met in session on this date at 1:30 p.m. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Lynn Carmichael, Clarence Barnett, Henry Beauchamp, Lynn Buchanan,
and Shirley Doty. -Council member Jack Sperling present after 1:57 p.m.
Council member W. K. "Pete" Mbore absent. Council member Jack Sparling
absent after 3:05 p.m. Council member Lynn Buchanan absent after 4:04
p.m.
Mayor Carmichael announced that this meeting was to reconvene the
meeting adjourned on November 29, 1983 for the purpose of reviewing the
1984 budget of the Fire and Police Departments,
FIRE DEPARTMENT II/
Ed Carroll, Fire thief, provided Council with a summary of the 1984 Fire
Department Budget, addressing the major policy issue Which is the Yakima
Fire Department Apparatus Replacement Fund. Chief Carroll stated that
on page 168, the rate of replacement figure should read $71,321 a year
and not $115,000 a year, as per a re-analysis of current equipment.
Chief Carroll brought the Council members up-to-date on the equipment
and type of programs used in the various Divisions of the Fire
Department.
Chief Carroll reported that Service Unit 123, Fire Investigation, was
not estimated correctly and should be $23,000. He explained that in
past years, the Police Department has incurred part of the cost,
however, they have notified the Fire Department that they would no
longer assign a detective to arson investigation. -Mayor Carmichael
referred to Service Unit 122, Fire Suppression, and expressed a desire
to see a pumper in action. She asked the Fire Department to invite the
Council members to a training exercise so they could explain haw the
Investigation Team works with arson cases.
Council member Barnett referred to page 165, Service Unit 125, Fire
Training, and stated that the Sub Total -- General Fund amount of
$12,533 is wrong and should be changed to read $14,933.
Council member Sparling stated he would be interested in knowing the
number of fires and emergencies in a Department report. Discussion
followed on emergency services and what justifies a need for these
services in the community.
Chief Carroll reported that his Department has helped develop a program
using software and the advantages are: 1) the Department can continue
to have an instant reporting system; 2) the Department All be able to
design the program so the errors can be checked at the time of entry; 3)
and the Fire Chief can use the figures, at his convenience.
Council member Buchanan asked if it would be possible to get a breakdown
on Emergency Service figures. Council members Beauchamp and Doty
expressed a desire to make known to the public that there is a concern
for a municipal ambulance service. Council member Doty reminded the
Council that cities do have the capability of imposing a special tax for
emergency services. City Manager Zais stated that he sees this as
being a key policy issue as to whether or not the City of Yakima should
enter into the ambulance aid service business-asa municipal service and
whether or not the revenue should be taxed through the mechanism
available in the public sector to provide for it.
POLICE DEPARTMENT
Police Chief Green responded to Council member Barnett's question by
explaining the reasons why the Police Department will not be assisting
in Fire investigations. Chief Green addressed the 1984 Police
Department Budget, directing Council's attention to the continual need
for additional space, equipment replacement, and vehicles funded with
requested FRS funds. He further commented on the vacant police officer
and cadet positions.

Council members Barnett, Beauchamp and Carmichael expressed an interest
in the number of radios and pagers issued to officers, vehicle equipment
and the possibility of a canine corps. Chief Green stated that the
County plans to increase their canine corps and the Yakima Police
Department has access for assistance from the County.
Captain Qualley presented a summary of the Police Training Program and
Police Reserve Program and responded to questions from the Council
members. Council member Beauchamp expressed a concern that there'were
not more minorities in the Cadet Program and Chief Green responded in
agreement.
Rose Marie Ulmer, Police Records Supervisor, presented a summary on the
Computerized Records System explaining that the package is
user-orientated so the Department can make changes. Chief Green
explained that the study WhiCh was done will be compatible for a joint
organization with the County Sheriff's Office.
There being no further business to coare before the Council, it was MOVED
by Beauchamp, seconded by Doty that this meeting be adjourned at the
hour of 4:30 p.m. to then meet on Mbnday, December 5, 1983 at 1:30 p.m.
in the council Chambers, City Hall, Yakima, Washington. Unanimously
carried by voice vote. Buchanan, Moore and Sparling absent.
