NOVEMBER 29, 1983
ADJOURNED MEETING - BUDGET REVIEW
The City Council met in session on this date at 1:30 P.M. in the Council
Chambers at City Hall, Yakima, Washington. Council members present were
Mayor Lynn Carmichael, Shirley Doty, Clarence Barnett and Jack Sparling.
Lynn Buchanan present after 1:45 P.M. and Pete Moore present after 2:50
P.M. Council member Beauchamp absent.
PARKS AND RECREATION
Dave Rhodes, Director of Public Works, Jodi Wroblewski, Recreation
Superintendent and Gordon Elliott, Parks Superintendent were present to
respond to Council's questions. Discussion was held regarding personnel
increases, participation in recreation activities, summer employment
problems, and the utilization of City pools. Jodi Wroblewski emphasized
the estimation for participation in the summer programs is conservative
as they did not want to be overly optimistic about the number of
participants in each prbgram. council member Doty recommended perhaps
staff could approach various service clubs in the community and ask them
to underwrite a two -veek session of ten swim lessons for youngsters.
Discussion was held on this matter with Mayor Carmichael stating this
project is not totally the City's responsibility.
SENIOR CENTER
Denise Nichols, Senior Center Supervisor and Larry Nelson, Senior Center
Recreation Leader, were present to answer Council's questions. Mrs.
Nichols stated revenues exceeded expenditures in the tour program and
the excess revenue helps support other activities, maintenance and
operation of the Center, and funding for an additional employee.
Discussion followed regarding the possibility of using the Senior
Citizen Center for public bingo.
CAPITAL IMPROVEMENTS
Discussion was held regarding the Franklin Park Swimming Pool
Rehabilitation of decks, Park Shop construction and an undetermined park
project. COuncil nember Barnett stated he supports the $13,950 which is
budgeted for the undetermined park project and Council member Doty
voiced she opposes this amount.
ADMINISTRATION
There was a brief discussion regarding the publication of the City
Employees' Newsletter.
PARKS & RECREATION
Discussion regarding the major policy issues included 1983 and 1984
revenues from Diamond Parking enforcement of Central Business District
(CDBG) parking lots and paying for improvement and utilities on such
lots. Mayor Carmichael stated Council should take a realistic Iodic at
revenues versus expenditures on this new source of revenue coming from
the Diamond Parking Lots. (Pete Moore present after 2:50 P.M.)
Discussion followed with Council members commenting on the Supervised
Leisure Activities portion of the budget.
CEMETERY
Dave Rhodes, Director of Public Works, addressed the issue of the FRS
subsidy total Which is_up $13,878 from the 1983 level. Discussion was
also held regarding the perpetual care fund; Council member Moore
suggesting the City establish a capital fund that will produce the
revenues for the perpetual care which he classified as an unfunded
liability.

PLANNING
John Beer, Jr., Director of Community and Economic Development, Larry
Wright, Assistant Director of Community and Economic Development and
John Haddix, Planning Supervisor, were available to respond to Council's
questions. Discussion followed regarding the new environmental policy
and scoping as opposed to the Environmental Impact Statement. Council
member Barnett expressed his concern with the addition of a staff person
budgeted for 1984 to update the Division's base maps. Mr. Wright
ccmmented about the City's liability exposure when information, based
upon unreliable maps, is given to the public.
CODE ENFORCEMENT
II/ Fred Norton, Code Administration Manager, was available to respond to
Council's questions. Discussion was held regarding the capital outlay
requests. Council member Doty expressed her concern about requests such
as tool boxes, ladders, and pagers and how this Division functioned in
the past without this equipment. Mr. Norton stated staff is not
adequately equipped at the present time to sere the needs of the
community and such materials would be practical. Council member Barnett
addressed the major policy issue of the weed abatement program and its
effectiveness, stating essentially the City must first clean-up its own
property prior to asking the community to do such a task on their own
lots. Discussion followed regarding the increase of regulatory license
fees by 5%. City Manager Zais explained that the 15% increase approved
last year by Council was not implemented in 1983 due to the review of
Title V of the Yakima Municipal Code. Council member Doty expressed her
concern with the increase of funds needed in 1984 to operate this
Division.
CITY HALL
No discussion was held on this Service Unit.
CABLE TELEVISION
Bruce Crest, Cable Communications Coordinator, was available to respond
to Council's questions. (Council member Moore absent after 4:30 p.m.)
Mr. Crest informed Council the Cable Division is operating on a smaller
budget than previous years. Council praised the Cable Television
Division on presentation of its budget in the past and no other
inquiries were necessary at this time. Discussion was held regarding
the production of the Yakima Community industry and other attractions.
There being no further business to come before the Cbuncil, it was MOVED
by Buchanan, seconded by that this meeting be adjourned at the hour
of 4:40 P.M. Unanimously carried by voice vote. Beauchamp and Mbore
absent. _
