HomeMy WebLinkAbout12/05/1983 Special Meeting DECEMBER 5, 1983 145 SPECIAL MEETING - BUDGET HEARING The City Council net in session on this date at 3:00 p.m. in the Council Chambers, Yakima, Washington. Council members present were Mayor Lynn Carmichael, Clarence Barnett, Henry Beauchamp, Lynn Buchanan, Shirley Doty and W. K. "Pete" Moore. Council member Jack Sparling absent. This being the time fixed for the hearing on the 1984 Preliminary Budget and Federal Revenue Sharing Funds, Mayor Carmichael opened the meeting to the public, stating that Council will not be making any decisions on the Federal Revenue Sharing Funds or the budget until wrap-up on December 12 and 13, 1983. Cecil Collins, Director of S.E. YakimaCommunity,Center, 1,211 S. 7th Street, addressed Council requesting that funding be considered on the revenue sharing program for the health clinic, even though he had just finished reading a memorandum he received from the City Manager Which stated this program does not qualify for these funds. Mr. Collins also advised that the amount now being requested is $12,000 instead of the original $15,000, since other sources had been found for the food bank. In addition, Mr. 'Collins stated they would be completing other applications for federal assistance and on said application it must be shown that an attempt has been made to secure local assistance. Dolores Marie Gaviglio, 1403 Browne Avenue, a volunteer with Minority Affairs N.W. Development Office in Sunnyside, stated she felt it was very important to have medical services available for the Yakima area, especially in the evening. Dolores Goodman, member of the Board of S.E. Yakima Community Center, stated that if there is any way the clinic can be reinstated through Council assistance, it would be appreciated, since there exists a true need for this service. Verna Purdue, 903 S. 7th Street, a member of the Board of the Center, concurred and reiterated the need for the clinic. Maria Reynago, 315 N. 4th Avenue, with translation by Ms. Gaviglio, said that it is important that services exist for food bank and also those services that the health clinic provides. Elda Rogers, 1108 S. 7th Street, a member of the Board of the Center, urged the Council to help them with the program. Magnolia Rentz, 1001 S. 6th Street, and Rev. Bibles, 1610 S. 8th Street, also - urged support of Council and to reconsider the matter. Dr. John Naiden, 609 S. 25th Avenue, a specialist in obstetrics and gynecology, and medical director of the new Upper Valley Health Clinic, asked for council support for this very needy service. Cecil Collins handed out a letter from Dr. Marjorie Wilson and requested that it be added to the record. He further requested that funding be considered through the regular budget process instead of the federal revenue sharing program. City Manager Zais explained the legal restrictions placed upon the City in this matter prohibited them from funding of any kind, not just through the FRS program. He further explained that About the only way the City could possibly help would be if the Health District was still involved with the clinic. Mr. Collins requested that Council delay closing the budget process until discussion could be conducted with the Health District. Mayor Carmichael explained that the current schedule for budget reviews must be adhered to in order to be completed on time in compliance with state reporting regulations. II/ Council member Barnett advised that the Health District will be meeting on December 14th. Dr. Kay Funk, 316 S. 9th Avenue, mentioned that the Council was only being asked for a very small allocation for a limited purpose, which is to provide entry level medical attention. Dee Chavez Bray, 708 S. 19th Avenue, a volunteer at the Clinic, advised that there is no paid personnel working in the clinic and this was not a fly-by-night organization; the interest will always be there. There being no other citizens wishing to speak to this issue, the public portion of the hearing was closed. 146 DECEMBER 5, 1983 It was MOVED by Beauchamp, seconded by Buchanan that this meeting be adjourned at the hour of 3:48 p.m., to then meet on Tuesday, December 6 at 9:00 a.m. in the Council Chambers, City Hall, Yakima, Washington, for the purpose of continuing budget reviews.
