ADJOURNED MEETING - BUDGET REVIEW
The City Council rret in session on this date at 1:35 p.m. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Lynn Carmichael, Clarence Barnett, Henry Beauchamp, Shirley Doty
and W. K. "Pete" Moore. Council member Lynn Buchanan present after 1:40
p.m. Council member Jack Sparling absent.
STREETS
Dave Rhodes, Director of Public Works turned the discussion over to Del
Kary, Streets and Refuse Superintendent. Mr. Kary introduced members of
of his staff who were present, Nancy Betker and Joe Jackson, and then
opened the floor to council questions.
Council member Beauchamp stated he was pleased with the street
improverrents, especially on Nob Hill Boulevard; and that the cleanliness
of the streets needs to be commended. Mr. Kary responded to various
questions concerning seal coating and sidewalk repair. Council member
Doty said she was pleased about the vegetation and spray programs. Mr.
Rhodes explained that he hoped, in the futute years, to be able to
create a combined work unit consisting of personnel from Streets,
Traffic Engineering and Parks to solve the brush problem, setting up a
three to four week period systematically trimming brush throughout the
- City, instead of haphazardly responding to problems. Staff recommended
that fliers be sent to the neighborhoods providing them with prior
notice. Council member Doty suggested that perhaps a guest editorial
could be printed in the newspaper, giving information on this program.
Mr. Rhodes also explained that a similar approach is being planned for
the seal coating program, of rking in limited sections of town, such
as beginning with the west side of town, followed by the southeast side
the following year, etc. He stated - this approach is rrore cost
and prevents having the vehicles shuffled all over town.
Mayor Carmichael asked what could be done about the concrete streets,
specifically 32nd and 36th Avenues. Mr. Rhodes explained that the life
span of those types of streets is approximately 30 years. He stated
that although these streets are virtually maintenance free during these
30 years, at the end of such time, the best solution is to completely
dig than up and start with a new street. Mr. Rhodes did state that he
would not be requesting funds to replace these concrete streets this
coming year.
Discussion was held among Council regarding the replacement of rotted
planks by the canal in the Block Grant target area, and requested that
staff look into this matter. Mr. Rhodes said he would do so and would
also check with the Irrigation Division to see if this responsibility
possibly fell under their authority.
Council member Doty stated she was concerned about going into a $42,000
clean-up program, and recommended that consideration be given to making
this a two-year project instead of yearly. Mayor Carmichael questioned
whether making this project every other year might cause a loss of
morrentum. Further cannents were provided addressing the need to correct
the cause of the problem instead of having to treat the results.
There being no further business to come before the Council, the Mayor
adjourned the meeting at 2:48 p.m.
