ADJOURNED MEETING - BUDGET REVIEW
The City Council met in session on this date at 9:00 a.m. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Lynn Carmichael, Clarence Barnett, Shirley Doty, and Lynn
Buchanan. Cbuncil member Henry Beauchamp present after 9:30 a.m.
Council members Jack Sparling and W. K. "Pete" Moore absent.
TRAFFIC ENGINEERING
Dennis Covell, Director of Engineering and Utilities, and Hank Hein,
Supervising Traffic Engineer, were available to respond to Council's
questions. Mr. Hein briefly stated the Bonneville Power Planning
Council audit has not yet been completed, however, it looks as though
the reimbursement is approximately equal to the costs. Discussion was
held regarding the number of staff needed for the tree trimming
activity, placement of new street lights in the residential areas, and
the cost of replacing signs and lights when vandalism occurs. Mayor
Carmichael suggested perhaps the City could have an "Amnesty Day" where
the public could possibly return the signs they have in their possession
to the City without penalty of any sort. (Council member Beauchamp
present after 9:30 a.m.)
Mr. Hein expanded upon the changes in personnel for the Traffic
Engineering Division, stating there are several projects that need
attention and additional staff would aid greatly at this time. Council
member Barnett suggested the City could decrease the amount of
assistance neighboring cities such as Selah, Wapato and Ellensburg,
which takes time away from Yakima projects. Mr. Hein reiterated this
assistance is mainly electrical maintenance and is reimbursable. City
Manager Zais expanded upon the savings which will be incurred as a
result of decreased electrical energy costs and reorganization of the
Division. City Manager Zais also praised Mr. Hein for his efforts with
City's internal public relations committee and involvement with the
Traffic Safety Committee.
ENGINEERING
Mr. Covell noted specific changes in the budget for the Engineering
Division projects and briefly explained the 1984 Work Load Summary.
Discussion was held on the 1984 Sidewalk Safety Project and the capital
outlay request for , a micro-ccmputer. Council member Beauchamp expressed
his concern with the number of microcomputers on the same floor and why

Covell explained that different departments have separate interests such
as water rates for the Engineering Division and zoning improvements for
the Planning Division. Mr. Covell added that productivity would
approved. Council member Barnett questioned the need for these
computers by the various departrrents. Mr. Covell justified his
reasoning for reinstatement of a City Engineer and detailed the
reorganization plan for his division. Discussion was held regarding the
Utility Rate Advisory Board.
There being no further business to come before the Council, it was MOVED
by Beauchamp, seconded by Buchanan that this meeting be adjourned at the
hour of 10:50 a.m. Unanimously carried by voice vote. Sparling and
Moore absent.
