ADJOURNED MEETING - BUDGET REVIEW
The City Council met in session on this date at 1:3.0 p.m. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Lynn Carmichael, Henry Beauchamp, Lynn Buchanan, Shirley Doty, W.
K. "Pete" Pbore and Jack Sparling. Council member Clarence Barnett
absent.
PUBLIC WORKS ADMINISTRATION
Dave Rhodes, Director of Public Works, reviewed this service unit, which
includes salaries and benefits for all the departRent assistants in
Public Works, equally divided and chargedto the five divisions. This is
a change fran last year's budget when the department assistants were
working for separate .,divisions and were budgeted accordingly. He
reviewed some of. the savings gained by the consolidation of the Parks
Department into the Public Works Department, i.e., telephone savings.
EQUIPMENT RENTAL/GARAGE
Don Toney distributed a supplement to page 227 of the Budget. He
explained that the source of revenue for this division is derived fran
charges to other divisions for services performed. Mr. Toney responded
to Council's questions regarding priorities for servicing emergency
repairs on vehicles and the funding for the purchase of five new
vehicles for the Code Administration Division. There was discussion
regarding the inadequately funded Equipment Replacement Fund and use of
Federal Revenue Sharing funds to purchase vehicles. City Manager Zais
reviewed the past use of FRS funds and the .2% that was reserved fran
the additional .5% sales tax that was initiated last year. Don Toney
explained the previously distributed supplement provided to include
figures on Service Unit 636, which effects the figures on page 229. Due
to a computer printout error the salary benefits were not calculated and
Line Item 100 should be $10,915 and Line Item 200 should be $2,943,
making a total of $368,738 for that column.
REFUSE
Dave Rhodes reported there aren't any major changes in this budget and
no rate increases are anticipated. Nancy Bond, Department Assistant III
and Dave Rhodes responded to Council's questions regarding personnel and
the Washington State Research Council's recemendations. Dave Rhodes
expanded on the study staff is conducting on alternative procedures to
handle refuse pickup. Cne study includes the feasibility of mechanical
refuse pickup which eliminates the need for two people on a truck, but
would necessitate the City purchasing the special containers to be used
with this equipment. (Council member Beauchamp absent after 3:05 p.m.)
TRANSIT
II/ Bill Schultz, Transit Manager, stated there are a number of changes in
the Transit budget, primarily in recordkeeping. He stated there are
four policy issues in the budget. In response to the Washington State
Reseafch Council recommendations, he commented that Transit is
attempting to contract with the Conference of Governments for transit
planning services. Council member Moore read four cements Council
member Barnett requested be read in his absence, questioning the
feasibility of the $51,950 increase in the marketing program with a
resultant expectation of a $20,000 farebox return. He further wished to
express his opposition to the unlimited expense contract for elderly and
handicapped services; and his encouragement of continuing the limitation
of funding for elderly and handicapped services to 3.5% of the projected
Transit Sales Tax revenue, with the remaining necessary funds caning
fran agencies other than the City. Council member Doty asked that the
marketing effort he scaled back due to the poor return value expected.
Bill Schultz responded to these cements, expanding on staff's
recommendations given in the Budget. Council member Doty further
cemented that consideration should be given to a minimal charge of

for the Dial-a-Ride Program for the elderly. Mr. Schultz commented that
staff has to comply with UMTA regulations because the City is still
obtaining grants for capital purposes. Bill Schultz explained the
proposal to create two permanent full-time positions to fulfill the
dispatching function and eliminate two Transit Operator positions. He
stated that this function is currently being performed by Transit
Operators through a routine bidding process. Discussion followed
regarding the proposed purchase of three new buses, which is in the umrA
Grant.
There being no further business to come before the Council, it was MOVED
by Moore, seconded by Buchanan that this neeting be adjourned at the
hour of 4:10 p.m. to then meet at 1:30 p.m. on Tuesday, November 29,
1983 in the Council Chambers of City Hall. Following a brief discussion
regarding Council's philosophy of the management of the Transit
operation, the question was called for a vote on the motion.
Unanimously carried by voice vote. Barnett and Beauchamp absent.
