1 Review request from Tim Eyman /Citizens for Responsible Spending Coalition
for the Yakima City Council to hold a public hearing regarding Initiative 1053
Mayor Cawley rerninded the committee members of a 3 -step process adopted by
the City Council in 2008 regarding requests for public hearings concerning ballot
measures The process is 1) Requests are referred to the Council Rules and
Procedures Committee for initial review; 2) The committee makes a
recommendation to the full Council regarding whether or not to conduct a public
hearing, 3) The full Council votes to conduct or not conduct a public hearing
Assistant Mayor Coffey asked if there is enough time, given notification
requirements under state law regarding public hearings, for a public hearing to be
scheduled and conducted prior to the November 2 general election Debbie Kloster
said that it would be challenging, given notification requirements, to have the full
Council consider a recommendation from the committee, set a date for a public
hearing, and conduct a public hearing prior to the November 2 general election
Assistant Mayor Coffey suggested that another option would be to provide Mr
Eyman with time during audience participation at the October 19 Council business
meeting to make a presentation regarding 1053 In that instance, no notification
requirements would apply
2. Make recommendation to full City Council regarding request for a public
hearing regarding Initiative 1053
Committee Action. Assistant Mayor Coffey moved that the committee
recommend that the full Council not conduct a public hearing regarding Initiative
1053, but offer Mr Eyman the opportunity to present information about Initiative
1053 during audience participation at the October 19 Council business meeting
The motion was seconded by Mayor Cawley
Vote 3 -0 in favor of the motion
The meeting adjourned at 10 15 am
