It is recommended that these accounts be written-off(removed from the accounts receivable of the City) by City Council, now, therefore. For Meeting of: December 1, 2015 ITEM TITLE: Resolution authorizing certain uncollectable parking citations to be written off SUBMITTED BY: Cindy Epperson, Director of Finance and Budget SUMMARY EXPLANATION: Attached is a resolution authorizing the write-off of certain uncollectable parking citations. A total of 407 citations with an original face value of$27,525 and a write-off value of$31,407 81 (including penalties), representing a year of activity, are included for write-off with this resolution. • Delinquent accounts are recommended for write-off for various reasons, including: 1) The Statute of Limitations (six (6)years or older) has been met; $26,495 2) Bankruptcy(discharge of debt); $580 3) Death of a debtor;None; and 4) Tickets deemed Void/Uncollectable; $450 A list detailing the citation number, license number, citation date, citation amount, late penalties and balances due is attached. The Resolution, if approved by Council, would authorize the write-off of these uncollectable accounts on the attached report. (Accounts were last written off in December of 2014.) We are currently implementing a new parking citation software system, which will maintain better information for the collection process. Additionally, the State Department of Licensing(DOL)has a program where we can submit unpaid tickets, and the annual vehicle license tab renewal could be affected. There will be a flag placed on a vehicle registration if a person receives a minimum of 2 citations within 120 days of renewal of their tabs. They will receive a letter from DOL informing them that they must pay the fines with the reporting jurisdiction before they are allowed to renew. We are in process of partnering with the State to get this implemented.
