A RESOLUTION to amend the Six-year Transportation Improvement Program (TIP) for the
period of 2011 through 2016 to include projects affecting the City's
Transportation Plan.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six-year TIP for
the construction or repair of streets in the City of Yakima for the ensuing six year period, all as
contemplated and required by State RCW 35.77.010 and applicable Federal law, and
WHEREAS, the City of Yakima desires to amend the adopted 6 -Year TIP, as
contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the 6 -Year TIP, and
WHEREAS, this amendment is limited to incorporation of the projects listed in 6 -Year
Transportation Improvement Plan for the period of 2010 to 2015 to the Capital Facilities Element
of the Yakima Urban Area Comprehensive Plan, which is contemplated and provided under
RCW 36.70A.130(2B) and RCW 35.77.010, and
WHEREAS, a public hearing has been held by the Yakima City Council on amending the
6 -Year Transportation Improvement Plan on Tuesday, August 3, 2010, with proper public notice
as required by RCW 35.77.010
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The adopted 6 -Year Transportation Improvement Plan for the period of 2011 through 2016 for
the City of Yakima, shall be amended as shown on the revised 6 -Year Transportation
Improvement Plan attached.
ADOPTED BY THE CITY COUNCIL this 3rd day of August, 2010.

SUMMARY EXPLANATION:
The Six-year Transportation Improvement Program (TIP) is a list developed by the City that includes all of
its transportation related projects. The City's existing six-year TIP has a list of projects that amount to
around $175 million. Only projects that are listed as having funding secured are guaranteed to be
constructed.
• Each year near the end of June, the City is required by RCW 35.77.010 and RCW 36.81.121 to update its
six-year TIP for submittal to the Washington State Department of Transportation. This plan must include all
transportation projects for which state gas tax revenue of federal revenue will be used. Once the TIP has
been approved by the City Council, it is then added to the Statewide Transportation Improvement Program
(STIP). Only projects that are listed on the STIP can be approved by the Federal Highway Administration
(FHWA) and the Federal Transit Administration (FTA) to utilize federal funds. The STIP is a prioritized
program of transportation projects, complied from local and regional plans, along with the Washington
Transportation System Plan (WTP), which provides a backbone for developing projects for the intermodal
transportation network in the State of Washington.

The STIP can be amended during the year to add projects that become available for federal or state
funding. The first step to amend the STIP is for the City to amend its six-year TIP.

Attached is a copy of the proposed amended Six -Year Transportations Improvement Plan (TIP) for the
2010-2015 planning period. The proposed amendments consist of the following projects:
1. 64th Avenue Roadway Widening, Washington Avenue to Tieton Drive (existing TIP project #65)..,
This project is proposed to be divided into two projects. The first project (updated priority #65)
consists of improving 64th Avenue from Nob Hill Boulevard to Tieton Drive by constructing a 39 -
foot roadway with curb, gutter, sidewalk, illumination and stromwater treatment. The second
project (TIP Project #82) consists of making the same improvements to 64th Avenue between
Washington. Avenue and Nob Hill Boulevard.
The project was divided into two projects because the maximum dollar amount available per
project at the last call for projects to be funded by the Surface Transportation Program (STP)
was $900,000. The City was successful in obtaining a $900,000 grant for this project.
2. Powerhouse/William 0. Douglas Trail Connector (TIP Project #83). The City was successful in
obtaining a $283,278 Transportation Enhancement grant for this project, which will construct a
pathway that will connect the Powerhouse Trail to the William 0. Douglas Trail.
