Executive Session regarding pending litigation Council: Mayor Kathy Coffey, presiding,Assistant Mayor Dulce Gutierrez, Council Members Holly Cousens, Kay Funk, Carmen Mendez and Jason White Absent: Council Member Brad Hill (excused) MOTION: Gutierrez moved and Cousens seconded to adjourn to an Executive Session regarding pending litigation for up to 30 minutes. The motion carried by unanimous vote, Hill absent. Executive Session was held and adjourned at 5:58 p.m. BUSINESS MEETING 1. Pledge of Allegiance Mayor Coffey led the Pledge of Allegiance. 3. Interpreter Services Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available. 4. Open Discussion for the Good of the Order A. Proclamations i. New Citizens Day Mayor Coffey proclaimed October 2, 2018, as New Citizens Day and La Casa Hogar Director Laura Armstrong and Mireya Chavez accepted it. ii. B. Presentations/ Recognitions/ Introductions i. Presentation cf the ''2017 Wastewater Treatment Plant Outstanding Performance"avvend to the C|h/'a VVaotevvehor Division by the Department of Ecology Coleman Miller,with the Department of Ecology Central Regional [}fOne, presented the Outstanding Treatment Plant award to the Cib/ofYakina Wastewater Treatment Plant in ^ ~~ recognition of the Wastewater Treatment Plant's 100% compliance with their state issued National Pollutant Discharge Elimination System permit in 2017. Public Works Director Scott Schafer, WWTP Manager Mike Price and WWTP Process Control Supervisor Daryl Bullard accepted the award and thanked the Wastewater Division's employees for their hard work. ii. Summary report regarding the 2O18 Council Menb}rship- Internship Program Senior City Attorney Helen Harvey and Refuse Division Manager Loretta Zammmnchi summarized the conclusion uf the 2O10Council Internship- K4entonuhip Program. Margarita Capoti||o and Samantha Foriao. high school interns, shared a PovverPoint presentation of their experience. iii. Introduction ofFinance & Budged Director Steve GnJorn City Manager Moore introduced Steve Groom aa the City's new Finance and Budget Director. Mr. Groom commented on how excited he is to work for the City of Yakima. C. Appointments to Boards, Commissions and Council Committees i Appointment of Alberto Isaac Macias to the C nity Integrationyouth p0aUUnn MOTION: Mendez moved and Gutierrez seconded to appointAlbertoMacias to the Community Integration Committee youth position. The motion carried by unanimous vote, Hill absent. 5. Council Reports A. Council Partnership Committee report Council Member Mendez briefed Council on the Partnership Committee meeting and recommended the City investigate a partnership with Spark Northwest to bring solar power opportunities to the citizens OfYakima. Robert Stnade[ City resident, stated heiso member cf the Citizens Climate Lobby and spoke in support of solar power. Larry K4attaon, EnaouUvm Director ofYVC{}G. reported they have partnered with Spark N��xvhois funded bv the Depa�nmentofCon�nxarcn. who io funded by ' the Department of Energy, ho work with lower valley cities and community members ontraining opportunities for solar energy. He statedYV{}OG can work with the City[f Yakima onthis issue or the City can partner directly with Spark NW. The motion as amended carried by unanimous vote, Hill absent. MOTION: Funk moved and Gutierrez seconded to approve the appointment of Ana Cortez to the Yakima County Development Association Board. The motion carried by unanimous vote, Hill absent. Council Member Mendez asked if Council members would like to add the Chamber of Commerce letter from the last Council meeting as a discussion item at the October 16 meeting. After discussion, it was determined members would meet with the Chamber individually. Mayor Coffey discussed bringing back the Council briefing meetings and suggested members submit their ideas on how that would work to the City Manager. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. The following items were added to the consent agenda: item 10 (now item 61), item 11 (now item 6J)and item 12 (now item 6k), which renumbered the agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Gutierrez moved and Cousens seconded to approve the consent agenda. Public Comment Patrick Washburn, City resident, enthusiastically recited a poem he wrote about Yakima. Gabriel Munoz, Naches resident, spoke on behalf of several people and stated he is currently working on the City's Diversion Program and is also working with repeat offenders, people • with drug and alcohol treatment, mental health issues and work search skills. He thanked City Manager Moore for his decision to let the Police Chief go. He asked that the hiring process for the new Police Chief be transparent and include participation of community members and leaders and extended his support for the process. Christine Dimas, City resident, commented that there should be a citizen oversight committee for police complaints. Thomas McCormick, City resident, thanked City Manager Moore for introducing him to the Yakima Herald reporter and invited people to attend services for Sister Rebecca Berghoff and a memorial for Lucille Deccio. PUBLIC HEARINGS 8. Public Hearing and resolution to consider Upper Yakima River Comprehensive Flood Hazard Management Plan, 2018 Cowiche Addendum Page 4 of 5 �� Community Development Director Joan Davenport briefed Council on the item. Mayor Coffey opened the public hearing and, with no one coming forward to speak, closed the hearing. The City Clerk read the resolution by title only. MOTION: Gutierrez moved and Mendez seconded tp adopt the resolution. The motion carried by unanimous vote, Hill absent. RESOLUTION NO. R|'2018-119. A RESOLUTION adopting the UpporYakinia River Comprehensive Flood Hazard Management Plan -2O18CowioheAddendum DEPARTMENT ITEMS S. 2O17 Annual Report for the Yakima Fire Department Fire Chief Aaron Markham presented the 2017 Annual Report for the Yakima Fire Department. 10. Other Business Mayor Coffey reported she has a request from Kellie Connaughton, Executive Director of the Yakima Greenway, to add to the October 16, 2018, Council agenda an invitation to Council members to attend a study session to learn more about the Greenway. This was approved by Council consensus. Mayor Coffey reported she received an invitation on behalf of the City to attend the Washington State Sister Cities Conference in Olympia this weekend and suggested Council Member Couaensattend. MOTION: Gutierrez moved and Mendez seconded to send Cousens to the Sister Cities conference. The motion carried by unanimous vote, Hill absent. 11. Adjournment MOTION: Gutierrez moved and Mendez seconded to adjourn to City Council Study Session on October 9, 2018, at 9 a.m. at City Hall in the Council Chambers.
