HomeMy WebLinkAbout01/08/2008 07B Minutes 11-21-2007 Council Transit Committee e Y , CITY OF YAKIMA • COUNCIL TRANSIT COMMITTEE MEETING MINUTES Wednesday, November 21, 2007 Council Committee Members Present Staff Members Present Neil McClure Chris Waarvick, Public Works Director Ron Bonlender Richard Wormer; Fleet Manager Micah Cawley (absent and excused) Ken Mehin, Transit Manager Rich Lyons, Transit Operations Supervisor Also in Attendance Karen Allen, Marketing & Program Administrator Paul Overby; Selah Council Member Gary Pira, Transit Planner Sally Mayo, Citizen Laura Vallejo, Department Assistant II The meeting began at 8:05 am in the Public Works Large Conference Room at the Kary Annex, 2301 Fruitvale Blvd, Yakima. WA 98902. The previous minutes were approved by Bonlender and seconded by McClure. Ken started the meeting by introducing Sally Mayo, a citizen of Yakima to the CCTC members. OLD BUSINESS ITEMS Ridership Report Ken reported that our monthly ridership had increased and we're expecting an increase in Union Gap as 0 that service expands. Ken added that there was a correction on the Ridership Report he handed out. That was to change the month of the report from July to October Nob Hill Property Being Sold Chris indicated that the documents for the Nob Hill property sale are being processed. There initially was an attorney conflict of interest, but that has been resolved. NEW BUSINESS ITEMS Inter Local Agreement for Union Gap Gary reported that they would use the same Inter Local Agreement (ILA) that was used for Selah, but with some modifications as needed. Our attorney is working with Union Gap to get the "packet" to their council. Ken also added that he was invited to attend the Union Gap Council Meeting on Monday November 26th to help answer any questions they may have about the bus service. New Year's Bus Service Rich said that Transit is proposing bus service until 1.30 am on New Year's Eve. Ron asked if Transit could promote the service in anyway Karen responded that she could send out a PSA news release and that we could include it on the yakimatransit.org website. Bus Service Rate Increase Chris reported that and that everything went well with the Fare Increase Policy which was submitted to 0 the Council. There was some discussion about the last time there was a rate increase, which was 14 years ago. Gary mentioned that it is a process that we could start in January of 2008 and increase the rate by Spring. Chris said we must amend the policy to include pubhc hearings. Sally added that we should also advise the public of the upcoming fare increase. Chris said that Ken and Gary should work o getting the paperwork together to begin the process. INFORMATION ITEMS ASFME Negotiations Ken reported that the AFSCME Transit membership voted and approved the new labor agreement. It did not have to go into arbitration. Vanpool Vans/Transit Center Enhancement Karen reported that they picked up the 5- vanpool vans that the State leased to them which will be used until they can get the new vans that are in the process of being ordered. She added that the State has given them $260,000 to purchase up to 10 vans. She also explained that any leftover money can be used as an incentive to promote vanpool usage. Gary added that Transit will be receiving $80,000 to enhance our ADA Compliance Program. Transit requested 3 new bus shelters that will cost $9,000 each, an ADA van that will replace our old one and features will be added to improve stop announcement equipment. We have 2 years to acquire the equipment. TCT Rate Increase Ken mentioned that TCT is set up for the small rate increase that averages 3.3% starting January of 2008. Transit Steering Committee Ken mentioned the DRYVE Steering Committee met on November 9th They discussed that the ubli g Y P needs to be educated on the PTBA for the Yakima County and that this process will take at least 2 years to accomplish. The COG will take the lead to move this forward. They will announce it on their January agenda and have it as the main topic for discussion in March. Collage of Articles Ken briefly shared the collage of articles on the. Union Gap vote for bus service and pointed out the history captured in them. Other Comments or Concerns Paul asked the group how often there can be a bus schedule change and Rich responded that they make changes at least three times a year He added that his concern is the people in Selah who use the bus to get to work in the morning, fearing and that it could cause problems with them getting there on time. Karen suggested that because they are working on the schedules at the moment and Paul is welcome to meet with her and Rich to go over the changes.
