HomeMy WebLinkAbout03/30/2010 Adjourned Meeting - Study Session 216 YAKIMA CITY COUNCIL ADJOURNED MEETING — STUDY SESSION MARCH 30, 2010 — 9:00 — 10:30 A.M. COUNCIL CHAMBERS — YAKIMA CITY HALL 1. Roll CaII Present: Council: Mayor Micah Cawley, presiding, Assistant Mayor Kathy Coffey, Council Members Maureen Adkison, Dave Edler (absent after 9:50 a.m.), Rick Ensey, Dave Ettl (present after 9:20 a.m.) and Bill Lover Staff: City Manager Zais and City Clerk Kloster 2. Chronic Nuisance Properties Draft Ordinance City Attorney Jeff Cutter explained that the draft ordinance was written using a Seattle ordinance as a model. The purpose is to give police and the City more opportunity to address the existence of certain properties within the city that have been associated with recurring illegal or undesirable occurrences and hold property owners accountable. It contains an increasing scale of enforcement. He noted revisions to the business licensing provisions in the ordinance in cases where a property is required to be licensed. The City's licensing division may withdraw the license or refuse to re- license a property as a result of noncompliance. The ordinance will require significant administrative, legal and police involvement. City Manager Zais agreed that it would create an additional • burden but said we are united in obtaining additional tools to fight crime and gang problems. It was noted that the biggest impact will be on redirecting staff time. EDLER MOVED AND ADKISON SECONDED TO HAVE THE PROPOSED ORDINANCE BROUGHT FORWARD IN A PUBILC HEARING AT THE EARLIEST OPPORTUNITY. During discussion Council suggestions were to forward a copy of the ordinance to the legislature, keep the Realty Association involved, review it closely to ensure it is the best fit for the community, and have City Attorney Cutter speak on KIT radio to help get the information to the public prior to the hearing. The motion carried by a unanimous roll call vote. 3. Standing City Council Meetings Assistant Mayor Coffey initiated the request to provide Council Members the opportunity to listen to each other's views on specific subjects. She thought it would allow for better discussion and more free - flowing group dynamics if it wasn't televised. Mayor Cawley said he was willing to try it once and emphasized the intent was for frank conversations but not to make decisions. Council Member Lover said he previously voted against the idea because he felt it wasn't as open as it should be. He believed it should be televised and not choose restrictive times to hold the meetings. Council Member Edler also spoke in support of televising the meetings on YPAC as did Council Member Ensey. MARCH 30, 2010 — NUISANCE PROPERTIES 217 CAWLEY MOVED AND COFFEY SECONDED TO HOLD A TELEVISED TRIAL STANDING MEETING AT 5:00 P.M. ON APRIL 20, 2010 ON GANGS AND ANNEXATION ISSUES WITH MINIMUM STAFF IN ATTENDANCE. The motion carried by a 6 -0 voice vote; Edler absent. Following the vote, it was clarified that not all Council members need to attend. A discussion also ensued on adding a topic to the meeting agenda. Assistant Mayor Coffey suggested the creation of an ad hoc committee for the North 1 Street redevelopment priority. Council agreed by consensus. 4. Audience Comments None 5. Adjournment CAWLEY MOVED AND ENSEY SECONDED TO ADJOURN. The motion carried by unanimous voice vote.
