The motion requested 10 specific information items. After the passing of the motion,Larry Mattson,Executive Director of YVCOG, presented a response to each individual item. The responses below are drawn from my verbal testimony. 1- An assessment of whether programs funded in 2017 were completed according to their contracts and funding awards. I'm not sure that this falls within the mandate of the HCNB committee; nonetheless, all but one contract was completed; that contract,the tiny homes contract with Transform Yakima Together, was discussed and the award was reduced after discussion at the February 2018 Executive Committee meeting. 2- All 2018 RFPs,and their opening and closing dates, and their evaluation criteria. I'm not sure that this falls within the mandate of the HCNB committee; nonetheless,this information begins on page 3 of the Annual Report. 3- 2018 RFP Awards. All RFP Awards are posted on the YVCOG website. You can also find the 2018-2020 awarded contracts on Page 8 of the Annual Report. 4- List of scoring committee members. I'm not sure that this falls within the mandate of the HCNB committee; nonetheless,the 2018-2020 RFP Scoring Committee members are listed on page 4 of Annual Report.To be clear, I don't make funding recommendations and neither does YVCOG staff. Funding recommendations are made by a panel of interested citizens. Greater than 95 percent of recommendations made by scoring panels have been approved by the YVCOG Executive Committee as presented to them. 5- Scoresheet. I'm not sure that this falls within the mandate of the HCNB committee; nonetheless, the 2018-2020 RFP Scoring sheet is listed on page 6 of Annual Report and posted on the YVCOG website. I'm not sure that the mandate of the HCNB is to evaluate a procurement process; nonetheless, this information begins on page 9 of Annual Report. 7- Explain why HMIS data collection is limited to"emergency"shelter criteria,when there are Lengths of Stay listed as greater than>300 days. As was explained to Council Member Funk several times,Emergency Shelter is the least restrictive project requiring the least amount of data collection PURPOSEFULLY to encourage usage by clients who would not otherwise utilize these services requiring personal information. The purpose of a Low Barrier shelter is to eliminate barriers that prevent client participation. This is outlined in the HMIS Data Standards given to you by both YVCOG and the Department of Commerce. On March 23, 2018 YVCOG gave Council Member Funk the direct contact information to Commerce's HMIS lead,Talia Scott, to have all her questions answered directly. Ms. Scott has also assisted Council Member Funk to the best of her ability, to the point she had to tell Council Member Funk"I am not able to absorb any additional data requests for Yakima right now." Commerce also shared with Council Member Funk that, "it is acceptable to have people active for long periods of time in a night-by-night shelter." 8- Monitoring protocols for reviewing performance of contractors. This seems to be an overreach of the mandate of the HCNB Committee. Nonetheless, this information can be found on page 14 of the Annual Report. 9- Results of monitoring performance of contractors. This seems to be an overreach of the mandate of the HCNB Committee. Nonetheless, processes for contract compliance are described in the Annual Report. Contract compliance and monitoring performance measurements are two separate, but related issues. As noted above, we've provided you with our compliance practices. Performance measurement of contractors, on the other hand, is an aspirational goal of ours. Our contractors have said that they would like to have their performance measured. Once we begin, we must include said contractors in the design of those measures. We are still 'stabilizing the patient' so to speak, and we anticipate developing performance measures together with our contractors prior to the next grant cycle. 10- YVCOG deadlines for posting operations documents and making them available for inspection by the public and YVCOG partners. It is YVCOG policy to post contracts to the website upon execution. YVCOG follows standard policies for releasing records requested by the public.
