ITEM TITLE: Resolution authorizing a contract withAllstarConstruction Group
Inc., in the amount of$138,638, for the installation of sidewalks on
the east side of 40th Avenue from Walnut Avenue to north of
Chestnut Avenue

SUMMARY EXPLANATION:
Yakima Transit obligates $100,000 per year in its Capital Improvement Fund for sidewalk
installation and improvements. Yakima Transit recognized that throughout its fixed route bus
system, there are several locations lacking sidewalks for passengers to safely access Yakima
Transit's bus stops. This is a safety issue for all passengers; particularly for those with limited
mobility.
There was an identified need for a sidewalk along the east side of 40th Avenue with the recently
installed pedestrian crossings at the intersection of 40th Avenue and Chestnut Avenue. Utilizing
the state bidding process to advertise for bids, two contractors submitted bids, with Allstar
Construction Group, Inc. submitting the lowest bid of$138,638.06. See attached Contract.
Allstar Construction Group, Inc. has the expertise and experience to properly install the sidewalk
and ramps.
City Project#2466 provides for the installation of the sidewalk and ADA-compliant curb ramps
along the east side of 40th Avenue from Walnut Avenue to north of Chestnut Avenue; improving
public safety for residents and Transit passengers alike. The project is funded by Transit Capital
Fund 464.

RESOLUTION NO. R-2018-
A RESOLUTION authorizing a contract with Allstar Construction Group, Inc., in the amount
of$138,638, which provides for the installation of sidewalk on the east side
of 40th Avenue from Walnut Avenue to north of Chestnut Avenue.
WHEREAS, the City of Yakima owns and operates Yakima Transit in accordance with
applicable Federal, State and Local regulations; and
WHEREAS, in 2017, Yakima Transit began dedicating $100,000 of its capital
improvement funds annually for the installation and improvements of sidewalk throughout the
fixed route bus system for the safety of Transit customers; and
WHEREAS, the amount of funds that have been collected to date for sidewalk work from
the Yakima Transit capital improvement program is $200,000; and
WHEREAS, the City has prepared the plans and contract documents for the installation
of the sidewalk and ADA-compliant curb ramps; and
WHEREAS, the City of Yakima used the procedure established by Washington State law
for the bidding and awarding of public capital improvement projects; and
WHEREAS, Allstar Construction Group, Inc., submitted the low bid and has the ability to
correctly install the sidewalk and ramps; and
WHEREAS, the City's Chief Engineer has recommended awarding the contract to Allstar
Construction Group, Inc. for installing the sidewalk and ramps; and
WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and
its residents to enter into the contract to install sidewalk and ramps along this section of 40th
Avenue; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute the attached contract with Allstar
Construction Group, Inc., in the amount of$138,638 for City Project No. 2466, which provides for
the installation of cement concrete sidewalk on the east side of 40th Avenue from Walnut Avenue
to north of Chestnut Avenue.

alterations in or additions to the work provided under this contract and every part thereof,
Work shall start within ten(10)days after the Notice to Proceed and shall be completed in thirty(30)working days, The first
chargeable working day shall bothe 11N working day after the date on which the City issues the Notice b/Proceed.
If said work is not completed within the time specified, the Contractor agrees to pay to the Owner the sum specified in the Standard
Specifications for each and every day said work remains uncompleted after expiration of the specified time,an liquidated damages,
The Contractors shall provide and bear the expense of all equipment; work and labor ofany sort whatsoever that may he required for
the transfer of materials and for constructing and completing the work provided for in this contract and every part thereof, except
such as are mentioned in the mpooifiruUnnu to be furnished by the City nfYakima.

provide the materials and todoand cause to be done the above described work and to complete and finish the same according to
the attached plans and specifications and the terms and conditions herein contained and hereby contracts to pay for the same
according to the attached specifications and the schedule of unit or itemized prices hereto attached, at the time and in the manner
and upon the conditions provided for io this contract.

employees and agents from and against any and all claims,causes of action, damages,losses, and expenses of any kind or nature
