Resolution establishing a Sister City Relationship with Hadong
County, South Korea

SUMMARY EXPLANATION:
On July 17, 2018, the City Council unanimously voted in favor of forming a Sister City relationship
with Hadong County, South Korea. This resolution establishes that relationship as well as
establishes the fact that a sister city association will be formed to provide all of the funding
necessary for travel, meals, lodging and other costs associated with the Sister City relationship.

RESOLUTION NO. R -2018-
A RESOLUTION establishing a Sister City relationship with Hadong County, South Korea.
WHEREAS, representatives from Hadong County, South Korea, have been visiting
Yakima for years and participating in the Central Washington State Fair; and
WHEREAS, representatives from Hadong County approached the Central Washington
State Fair Association ("Fair Association") to inquire about creating a more formal relationship
between Hadong County and the City of Yakima; and
WHEREAS, representatives from the Fair Association and the City of Yakima were invited
and traveled to Hadong County to meet residents and leaders, and experience all the wonderful
things that can be done in Hadong County; and
WHEREAS, due to the similarities between Hadong County and the City of Yakima, with
regards especially to agriculture, the relationship could help further develop trade, bringing
products to the Yakima market and create cultural and educational exchange programs for
residents of both Hadong County and the City of Yakima; and
WHEREAS, the creation of the Sister City relationship could also help increase tourism
and attendance at one of the many festivals held in Hadong County and the City of Yakima; and
WHEREAS, to further this relationship and provide funding for travel and other Sister City
related costs, an independent Sister City Association will be formed, which will consist of
interested members of the community, businesses, and individuals, including representatives
from the Fair Association and the City of Yakima; and
WHEREAS, because the state of Washington does not allow municipal funding to provide
any funding for Sister City travel, lodging, meals or gifts, the Sister City Association is a necessary
component of the relationship; and
WHEREAS, on July 17, 2018, after a presentation from Councilmember Cousens of her
recent visit to Hadong County, South Korea, to explore the opportunity, the City Council approved
entering into a Sister City relationship with Hadong County; and
WHEREAS, the City of Yakima and Hadong County look forward to furthering their
relationship, learning more about the culture of each area, and working together to create
opportunities for education and learning for their residents; now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council of the City of Yakima endorses and supports the Sister City relationship between
Hadong County, South Korea, and the City of Yakima, and looks forward to the opportunities that
such a relationship will create for the City, Hadong County and each of their respective residents.
The City also endorses the creation of an independent Sister City Association to provide support,
including all monetary support, to further this relationship and provide opportunities for
educational and cultural exchanges. It is contemplated by all parties involved in this venture that
the Sister City Association will be created after this Resolution is finalized.

Finally, the City resolves to encourage interaction between the City of Yakima and Hadong County
in the form of educational, cultural, business and tourism contacts and looks forward to having
Hadong County as a Sister City to the City of Yakima.
