Meeting Minutes of July 25, 2018
Call to Order
Chairwoman Patricia Byers called the meeting to order at 3:00 p.m.

Staff Announcements
Planning Manager Joseph Calhoun reminded the Commission that the public hearings
for 3 of the 7 Comprehensive Plan Map Amendments will be on August 8, 2018, and the
remaining 4 will be held on August 22nd. He also announced that the Planning
Commission hearing on the various text amendments is scheduled for September 12t".

Approval of Meeting Minutes of Tuly 11 2018
It was motioned by Vice -Chair Rose and seconded by Commissioner McCormick to
approve the meeting minutes of July 11, 2018. The motion carried unanimously.
Presentation: S ark Northwest
Calhoun introduced this item, explaining that he and Community Development
Director Joan Davenport had been approached by Spark Northwest regarding solar
power options for Yakima and met with them for discussion. It was decided to have
Spark Northwest present to the Planning Commission for a more in-depth review of
their "Solarize Yakima" concept.
Calhoun introduced Jill Eikenhorst and Linda Irvine from Spark Northwest. Eikenhorst
described their nonprofit organization, presented how the solarize process works, and
highlighted the benefits, cost analysis, and tax incentives that are associated.
It was motioned by Vice -Chair Rose and seconded by Commissioner Cook that the
Planning Commission recommend to the City Council that they have Spark Northwest
make a presentation to them at a regular Council business meeting about solar energy
with the intent of exploring the potential for the City or other community members to
become partners with Spark Northwest in the "Solarize Yakima" effort.
Other Business
Calhoun informed the Commission that a motion was passed by Council in June to place
a moratorium on extended stay hotels and motels. The public hearing for the moratorium
was held on July 17th, and the motion in support of it recommended that the matter be
sent back to the Planning Commission for research and evaluation and for their
recommendation back to Council on proposed definitions of hotel, motel, and extended
stay, and recommendation regarding what zones are appropriate for those uses and at

what level of review. Calhoun clarified that the moratorium expires at the end of
December.
Commissioner McCormick confirmed that he will be absent for the August 8th Planning
Commission meeting.
Adjourn
A motion to adjourn to August 8, 2018 was passed with unanimous vote. This meeting
adjourned at :07 p.m.
