Planning Commission Notes
Staff Announcements:
1. New FEMA maps for Cowiche Creek Floodplain — we should be receiving those maps within the
next month or so
2. Comprehensive Flood Hazard Management Plan — CFHMP — City staff from Planning,
Water/Irrigation, and Stormwater have been meeting with advisory group (County, City,
WSDOT, WDFW, EM, Environmental Professionals, and Landowners) to draft an amendment to
the Upper Yakima CHFMP. The plan will identify flood issues, include goals and objectives, and
short term/long term projects and plan recommendations for the Cowiche Creek area.
3. Upcoming — Rezone hearing February 14
4. Still have one vacancy on the Commission
Comp Plan Opening:
1. Taking a Resolution to Council on February 6 to consider opening the amendment process for
2018.
2. If passed, Planning Commission will hold the required hearing on February 28 to officially open
the 2018 process.
Introduction to potential zoning code amendment sections:
1. Reference in YMC 15.11.020 to new RWV chapter.
2. Sign Chapter: Language exempting Flags — consider rewording so that pole height is consistent
with the zone not the sign standard. For example, in the R-1 zone a flag pole could only be 10 -ft
high.
3. YMC 15.29 —Wireless Communications
a. Add standards/review process for small cell infrastructure
b. Add standards/design requirement for communication facilities on utility poles
4. YMC 15.0.045(B) — inconsistency in ADU. Text says Class 3 Use where Table 4-1 says Class 2.
Consider broadening the category to include other concepts like Cottage Housing or create a
new land use category.
5. Temporary Worker Housing — Hearing Examiner tomorrow for unclassified use. His decision
could include a recommendation to add a new use or modify an existing use, which will come
before the Commission for consideration.
6. Rezone language as discussed in December.
