For Meeting of: August 21, 2018 ITEM TITLE: Consideration of proposal from Jurassic Parliament for consulting and training services SUBMITTED BY: Ana Cortez, Assistant City Manager SUMMARY EXPLANATION: Jurassic Parliament has conducted trainings for the City of Yakima City Council. These trainings have covered rules of order, procedure, best practices for council interactions and other topics that enhance the effectiveness of public city council interactions. In July, Jurassic Parliament offered a half day training which received a positive review from council. Jurassic Parliament provided a written proposal for consideration by the City of Yakima. The Assistant City Manager met with Ms. Ann McFarlan to discuss potential activities that could better support the Council and that reflected capacity building desires by some of its members. The full proposal is attached; in summary, Jurassic Parliament offers: • Observing meetings of the Council and debriefing as requested • Coaching services • Training The hourly rate is $175.00. Second St. Yakima WA 98901 via email to ana.cortez@yakimawa.gov Dear Ana: This letter confirms our offer to provide consulting and training services to the City of Yakima. PROPOSAL We offer to provide consulting and training services to assist the City Council and staff in strengthening functioning and conducting business in accord with best practices as required by Robert's Rules of Order. The services will include: • observing meetings of the City Council via TV • debriefing on the council meetings shortly thereafter • coaching services by videoconference, telephone or in person • training services by videoconference or in person • preparing written suggestions as needed • responding to emailed questions or concerns as appropriate TERMS Our fees will be as below: • Consulting services via videoconference, to include observing city council meetings: $175/hour with a one-hour minimum for video coaching. Other work is billed in 15 -minute increments. • Training services: to be determined based on number of participants and complexity of training desired. • In-person consulting: $1400/day plus travel expenses. A trip to observe/coach a council meeting and debrief the next day will be counted as a single day. Travel expenses include economy air fare, ground transfers, lodging, and related tips. We bill at the end of each month. Invoices are due and payable in 3o days. Checks should be made out to "Jurassic Parliament." We would be happy to establish a "not -to -exceed" figure if desired. 4 2 ADVANCE PREPARATION You will be available for inquiries in order for Jurassic Parliament to customize the material for the participants. You will provide Jurassic Parliament with all relevant background materials. INTELLECTUAL PROPERTY The intellectual property, training material and documents prepared by Jurassic Parliament for these consulting sessions are and remain the property of Jurassic Parliament. However, any PowerPoint or other written materials prepared for training purposes will be licensed to the City of Yakima for training of its officials, citizens and staff for one year. Jurassic Parliament provides these services as an independent contractor and not as an employee of the City of Yakima or any company affiliated with the City of Yakima.
