For Meeting of: August 21, 2018 Public Hearing to consider: A) Resolution adopting the Six -Year Transportation Improvement Program for the years 2019 to 2024, and to amend the Metropolitan Transportation Plan; and B) Resolution amending the Yakima Urban Area Comprehensive Plan Capital Facilities Element Scott Schafer, Director of Public Works Brett Sheffield, Chief Engineer - 576-6797 SUMMARY EXPLANATION: A) Each year the City of Yakima (City) is required by RCW 35.77.010 and RCW 36.81.121 to update its Six -Year Transportation Improvement Program (T I P) for submittal to the Washington State Department of Transportation. This Plan must include all transportation projects for which state gas tax revenue and federal revenue will be used. The proposed 2019-2024 TIP includes fifteen projects that have funding. The funded projects are listed below by Priority Number: #3 — Garfield Elementary Safety Improvements #4 — Yakima Valley Transportation Company Preservation #5 — Spring Creek Road Reconstruction #6 — South 36th Avenue Reconstruction #7 — Sorenson Road Reconstruction #8 — Bravo Company Boulevard #11 — Cowiche Canyon Trail #12 — N.34th Avenue/Fruitvale Boulevard & N. 34th Avenue/River Road Roundabouts #13 — Complete Street Projects #14 — East Nob Hill Boulevard and Fair Avenue Intersection Improvements #15 — S. 80th Avenue Wide Hollow Creek Bridge #16 — Wide Hollow Road Bridge in the Vicinity of 89th Avenue #17 — West River Road Improvements #22 — 64th Avenue and Ahtanum Road Intersection Improvements 2 #24 — McClure Elementary School Vicinity Safety Improvements Attached is the complete 2019 — 2024 Six -Year TI P, which describes each project. The City will continue to seek funding for the remainder of the projects included in the 2019-2024 TIP. Per City Council directive, the Northside Alley Paver project will remain on the 2019-2024 Six -Year T I P. City Council and the public are welcome to add other arterial system projects to the list. The Six - Year TI P project listing will be finalized at the August 21st hearing and sent to the Yakima Valley Conference of Governments (YVCOG) after approval. In order to utilize federal funds, such as those administered by the Federal Highway Administration (FHWA) and the Federal Transit Authority (FTA), projects must be included in the Statewide Transportation Improvement Program (STIP). The STIP is a prioritized program of transportation projects, complied from local and regional plans, along with the Washington Transportation System Plan (WTP), which provides a backbone for developing projects for the intermodal transportation network in the State of Washington. The STI P contains federally funded projects plus state and local projects that are regionally significant. These projects have been identified through the planning process as the highest priority for the available funding to the state's Transportation Program. Planning activities of state and local governments are essential parts of integrated regional planning processes. Long range transportation planning is a part of the comprehensive land use planning carried out by local governments. Citizen participation is an integral part of the planning process at all levels. Local agencies are required to develop and adopt a Six-year Transportation Program; holding at least one public hearing during its development. B) The City is required to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element by incorporating the adopted Six -Year TI P for 2019 to 2024. This will ensure that we are in compliance with the Growth Management Act and that we are consistent with the Comprehensive Plan as required. The amendment is limited to incorporating only those projects that are adopted in the Six -Year TIP and is not subject to the "once a year" change required under the laws of the Growth Management Act. The Public Hearing notice has been provided to all Yakima -area media, including to Decides', KDNA Radio, El Sol de Yakima, Hispanavision, Bustos Media, and El Mundo. WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six -Year Transportation Improvement Program for the construction of streets and arterial streets in the City of Yakima for the ensuing six year period, all as contemplated and required by State RCW 35.77.010 and applicable federal law; and WHEREAS, the City of Yakima desires to amend the Metropolitan Transportation Plan to ensure compliance with the Growth Management Act and the regional transportation plan for the construction of streets and arterial streets in the City of Yakima, all as contemplated and required by State and Federal law, and WHEREAS, after public hearings on the matter, held at the regular meeting of the Yakima City Council on August 6, 2018 and August 21, 2018, with proper public notice as required by RCW 35.77.010, the City Council finds that the plan attached hereto should be adopted as the Six -Year Transportation Improvement Program for the period of 2019 through 2024 for the construction of streets and arterial streets in the City of Yakima, and WHEREAS, adopting the Six-year Transportation Improvement Program and amending the Metropolitan Transportation Plan is in the best interest of the City and its residents; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The Six -Year Transportation Improvement Program for the period of 2019 through 2024, a copy of which is attached hereto and by this reference made a part hereof, is hereby adopted as the official Six -Year Transportation Improvement Program for the City of Yakima, including proposed amendments to the Metropolitan Transportation Plan along with Street Improvements, which are also approved.
