execution of contracts for the labor and materials for repairing the
Wastewater Treatment Plant Sharples Centrifuge

SUMMARY EXPLANATION:
Mechanical issues prevented one of the Wastewater Treatment Plant's two centrifuges from
providing the required sludge processing capacity. It was required that the Sharples centrifuge
be shipped off-site for evaluation and repair in order to restore capacity, leaving the facility at risk
of not meeting Department of Ecology (DOE) sludge processing requirements should a failure
occur with the City's second centrifuge.
The Wastewater Division followed the City's Emergency Purchasing Policy in immediately
contracting for the emergency repair of the centrifuge repair to expedite the return of the
centrifuge to provide the redundancy required of the City's National Pollutant Discharge
Elimination System (NPDES) permit with DOE. The centrifuge was shipped to Sentrimax
Centrifuges Inc., a firm qualified to perform all evaluation and repairs at the same location to
expedite the return of the centrifuge to the Wastewater Treatment Plant.
It is in the best interest of the City to declare an emergency dispensing with the necessity for
bidding for services, material, and equipment and supplies costing more than $25,000 and to
authorize the execution of all applicable documents to repair the Wastewater Treatment Plant's
centrifuge. Repairs on the Sharples centrifuge shall not exceed $72,900 from the Wastewater
capital account.

A RESOLUTION
RESOLUTION NO. R -2018 -
ratifying the declaration of an emergency and authorizing
execution of all applicable contracts for the labor and materials for
repairing the Wastewater Treatment Plant Sharples Centrifuge.
WHEREAS, Article VI, section 6 of the City of Yakima Charter and the Yakima
Municipal Code Chapter 1.80 provide that the City Council may declare an emergency
dispensing with the necessity for bidding for services, material, and equipment and
supplies costing more than $25,000; and
WHEREAS, unexpected and unforeseen mechanical issues that were not a
result of failure to maintain the centrifuges prevented one of the Plant's centrifuges from
providing the required sludge processing capacity; and
WHEREAS, the Wastewater Division Sharples centrifuge required repair to restore
required sludge processing capacity; and
WHEREAS, the Wastewater Division did not have the expertise and tools to repair
the centrifuge and the repairs were required immediately; and
WHEREAS, an emergency was declared by the City Manager on June 18, 2018
in order to expeditiously restore the centrifuge to service and begin work on the repairs;
and
WHEREAS, the City Council deems it to be in the best interest of the City and its
residents to ratify the City Manager's declaration of an emergency, and authorize the
execution of all necessary documents for contracts for the labor and materials for the
repair of the Treatment Plant Sharples centrifuge, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The emergency, as declared on June 18, 2018 by the City Manager is hereby
ratified, the City Council resolves that there is an emergency and adopts the foregoing
recitals as findings, and the City Manager's execution of all appropriate documents for
the labor and materials for the repair of the Treatment Plant Sharples centrifuge without
calling for bids, is hereby ratified and approved.

Sharples Centrifuge Mechanical Repair
The Wastewater Treatment Plant owns and operates two centrifuges for biosolids dewatering
in order to meet Department of Ecology redundancy criteria. Presently, mechanical issues with
one of the centrifuges have limited machine performance to the point where it cannot provide
reliable process capacity. Restoration of reliable performance requires that the centrifuge be
evaluated and repaired off-site at a qualified firm.
The centrifuges are pollution control equipment that allow regulatory -compliant and cost
effective biosolids handling by creating a compact biosolids cake that is one-tenth of the weight
and volume of liquid biosolids. Biosolids must be regularly removed from the facility because
City of Yakima coverage under the Department of Ecology Permit for Biosolids Management
does not extend to biosolids storage. Without the centrifuge process, the monthly biosolids
handling costs would inflate from the present $15,000 for dewatered cake hauling to $150,000
for liquid biosolids hauling until a rental centrifuge ($35,000 per month) could be procured.
Staff identified a qualified firm in Texas to disassemble and perform an evaluation of the
needed repairs, which has been accomplished. The estimate came back at $75,000. We
attempted to obtain 2 additional quotes, however, it is problematic for vendors to reassemble
the unit and take it to their shop to provide an estimate, or have the competitors go to the
location of where the unit has been disassembled to provide their own quote. In the end, we
decided to process this repair on an emergency PO because the additional time needed to
orchestrate obtaining 2 more quotes was putting our biosolids permit in jeopardy. Sentrimax
has provided a fixed scope of work with costs and it is imperative we proceed with repairs
immediately at the same location.

Inspection Findings
Upon disassembling the rotating assembly, the following is a list of our findings:
Gearbox Assembly
1. Oil sample was sent out for analysis and results came back normal (please see attached report). There
was considerable grease contamination originating from conveyor and spline shaft area suggesting
compromised output seal (Photo 1). All bearings and seals require replacement. 2nd stage pinion has
damaged bearing seat requiring replacement (Photo 2). No other external leaks found and run -outs to
be within OEM specifications. All remaining components found to be in satisfactory condition. The
following parts will be replaced:
a. 0-ring/seal & gasket kit
b. Complete bearing kit
c. 1st stage cover W/2nd stage pinion assembly
d. Spiral lock retainer
e. Disk springs
f. Lubricant meeting OEM specification
Bowl Assembly
2. Small End (SE) Hub - All bearing fits and machined surfaces found to be within OEM specifications.
3. Large End (LE) Hub - All bearing fits and machined surfaces found to be within OEM specifications.
4. Bowl shell - All interference fits and machine surfaces within OEM specifications.
5. Bowl Shell Extension - Minor erosion repair required on 8x wear insert posts (Photo 3). Multiple
grooves and washout around entire I.D. of machined caulk strips. Recommend machining I.D. of
extension and installing raised caulk strips. (Photo 4)

6. Wear Inserts - All eight inserts are in satisfactory condition.
7. Wear Ring - Wear ring carbide inserts are starting to erode causing damage to stainless portion of
ring. (Photo 5)
8. Solid End (SE) Pillow Block - Bearing fit and machined surfaces found to be within OEM
Specifications. Lubricant nozzle lock nut damaged.
9. Liquid End (LE) Pillow Block - Bearing fit and machined surfaces found to be within OEM
specifications.
10. Pillow Block Covers - All critical areas are found to be within OEM specifications.
11. Bowl Hub Flinger - All critical areas are found to be within OEM specifications.
12. Pully - Normal wear in grooves but still within specifications. Seal cap in good condition.
13. Gearbox Adaptor - All critical dimensions are within OEM specifications.
14. Tension Bar Nut - All critical dimensions are within OEM specifications.
Conveyor Assembly
15. Tension Bar - All bearing fits and machined surfaces found to be within OEM specifications.
16. Spline Shaft - All critical areas are found to be within OEM specifications.
17. Feed Rotor - Minor erosion around discharge openings. Recommend fill weld repair and re-
application of tungsten coating on wetted surfaces. (Photo 6)
18. Feed Liner - Major Washout. Replace with new liner and apply tungsten coating to wetted areas.

19. Feed Nozzles - All eight carbide nozzles in satisfactory condition. Stainless holders have minor wash
out and require repair. (Photo 8)
20. Re -Direction Shroud - All eight carbide inserts in satisfactory condition. All eight stainless inserts
have major erosion. (Photo 9)
