Meeting Minutes of April 13, 2016
Call to Order
Chairman Scott Clark called the meeting to order at 3:00 p.m.

New YPC Member Introduction & Chairman Report - 2016 Year Preview
Commissioner Marinace and Commissioner Keefe each introduced themselves to the
Commission and shared some information about themselves.

Chairman Clark provided a brief overview of the Comprehensive Plan Update
process.
• Zoning or Development Regulation Code Updates
Chairman Clark briefly described the Planning Commissions role in updating the
Municipal Code in relations to zoning and development regulations.
• Policy Issues & Recommendations to the City Council
Chairman Clark described how citizens can address the Commission at each
meeting with their concerns.

Approval of M.eetin Minutes of November 16 2015 December 9 2015 and January 13 2016
The Commission unanimously voted to approve the meeting minutes of November 16,
2015, December 9, 2015, and January 13, 2016.
Joan Davenport, Planning Manager, entered the meeting and welcomed the two new
Planning Commission members. She reminded the Commission of their term expirations
and reported back to Commission Byers and Commissioner Anderson that instead of
switching terms with each other, they must individually choose to resign when their term
is expired or when they desire to resign, or they must choose to submit a request to the
City Clerk to be reappointed.
Long Range Planning: Initial Land, Capacity Analysis
Senior Planner Valerie Smith explained the purpose and utility of a land capacity
analysis, adding that a workshop on the matter is tentatively scheduled for May 11, 2016.
Smith then went on to describe the purpose and method of the Request for Consideration

form for the Comprehensive Plan Update, adding that the deadline to turn in this form
is the last business day in April. She reported that no forms have been turned in but
discussions on this topic between citizens and staff have occurred. Chairman Clark
expressed his concerns about the low level of response from the public in regards to this
opportunity. Commissioner Cook suggested that staff provide notice to the public in the
newspaper about the process, to which Smith replied that a notice was published in the
paper shortly after City Council made their decision on the Comprehensive Plan process
for the years 2016 and 2017. Davenport stated that staff can do a press release.
Joan Davenport reported that staff will discuss infill ideas with the Development Services
Team and the Home Builders Association. Chairman Clark suggested that staff also
address the Associated General Contractors organization on this matter. Smith stated that
the mailing list for the Comprehensive Plan Update will be notified of the Planning
Commission workshop in May. She specified that the main focus for now is to work on
the land use and housing chapters of the plan but that the Transportation Plan is being
updated simultaneously. Davenport and Smith emphasized that June 30, 2017 is the
deadline for the plan to be adopted. Commissioner Byers asked about the public survey
and the results from that to which Smith replied that the survey closed on March 31St and
that a summary report of the results is being compiled. Commissioner Byers asked if a
member of the public can bring back their proposal in the future if their request for
consideration is not accepted through this process, to which Smith answered that they
can and that the first opportunity to bring it back would be in 2018.
Davenport accentuated the need for additional density to accommodate to the projected
6,800 housing units that will need to be added by the year 2040. On the topic of housing,
Smith included that an analysis will be done on the current housing availability for
different levels of income. She commented that staff is recommending to City Council to
focus on growth, infill, and redevelopment within the city limits and not request to alter
the urban growth area boundary at this point. Discussion ensued regarding the
differences between being inside city limits and being inside the urban growth area
boundary. Smith suggested that the Commission consider sending the school districts an
invitation to the workshop in May.
Other Business
Commissioner Byers and Commission Cook informed the Commission that they cannot
be in attendance on May 11th.
A motion to adjourn to April 27, 2016 was passed with unanimous vote. This meeting
adjourned at 3:39 p.m.
