Others: Anita Quintana, Community Integration Committee 1. May 24, 2018 The May 24, 2018 meeting minutes were reviewed. Funk motioned to accept the minutes as presented and Gutierrez seconded the motion. The minutes were approved unanimously. 2. Department reports a. Fire Department Markham updated the committee on the weekend wildland fires and advised that Yakima City Fire personnel were no longer on scene. Text to 911 Coughenour reported that they have approximately 12 subjects who are repeatedly using the Text to 911 system for non -emergency issues. They have noticed a drop in the abandoned call rate since Text to 911 was implemented. Funk asked if there may be mental health issues with some of the callers and if they could be routed to an answer line. Coughenour advised that he is working with a group to address those issues. b. Police Department Rizzi presented the police department community policing report. The Department will provide a report monthly of community outreach activities that have taken place and that are scheduled for the near future. Gutierrez and Funk complemented Rizzi on the police department's annual report. c. Legal The committee requested to have domestic violence remain as a standing item on the agenda. They requested a monthly report of the number of domestic violence reports and arrests comparing current year to the previous year, and year to date numbers. They would also like a report from Legal regarding who the implementation of domestic violence protocols are impacting the effectiveness of prosecution and the handling of cases. d. Public Works i. Safe Routes to Schools Schafer presented a status report on the sidewalk projects under the Safe Routes to Schools grants. Adams Elementary and Washington Middle School project is underway with a projected August completion date. The Garfield Elementary project has a lot of behind the scenes work that has to be completed before construction can begin. It is preferable to do the work in the summer for the safety of students. That project is looking to start construction next summer. Applications for grants for McKinley and Apple Valley Elementary Schools have been submitted and staff will receive notice of approval/denial next year. Funk asked if funding was received for these two schools if the work could be completed next year, and if any preparation work could be done this year in anticipation of having funding available. Schafer advised he would get a report from his staff of what has already been done in preparation. Gutierrez stated she would like to see a plan developed for all elementary schools in Yakima. ii. Traffic Calming Anita from the Community Integration Committee and Schafer presented that committee's recommendation regarding traffic calming requests. There was general discussion regarding traffic calming and data. Funk requested data on speed and collision data be gathered on Cornell Ave. Schafer advised his department has received new radar signs and they are being mobilized. Gutierrez would like to recommend to the full council to begin the petition process on Cherry and begin collecting data. Item will be added to the Public Safety Committee report at the July 17 meeting. Coffey expressed some concern with putting committee recommendations into committee reports to be approved by the full council without discussion. e. Code Enforcement Watkins presented a proposed amendment to YMC 11.10.600 regarding nuisance properties. The amendment would make nuisance liens equal to tax liens, which would give them higher precedence over other liens. It was MOVED by Coffey and SECONDED by Funk to send the item to the full council. 3. New Business New business was deferred until after 4. Other business. 4. Other business a. Forum report Gutierrez advised the report needed to consolidate duplicate concerns, categorize feedback, determine where the City can and cannot make an impact. She would like to see some of the frequently asked questions on the City's website. Funk suggested also having that information available on the police department app. She also felt information could be rolled into the governor's proviso. The report will be updated for the July 10 full council meeting. New Business - revisited Prior to executive session, the committee opened the meeting for public comment. Morgana Holman of Yakima, Kelly Murray of Yakima, Kari Anderson of Yakima, and Hailey Ann Parrish of Yakima all spoke in favor of repeal of the pit bull ordinance. It was MOVED by Coffey and SECONDED by Funk to adjourn to executive session to discuss pending litigation. The committee adjourned to executive session at 4:02 p.m. The committee resumed proceedings at 4:25 p.m. Gutierrez announced that the committee would be recommending modification of the pit bull ordinance to the full council. 5. Adjournment It was MOVED by Funk and SECONDED by Coffey to adjourn. Meeting was adjourned at 4:28. The next meeting is scheduled for July 26, 2018 at 3:00 in the 2nd Floor Conference Room. Incidents: • Attached are two incident reports. One is a mid -year report for 2018; the other is a mid -year comparison report for the same time period for 2017. There was a decrease of 50 calls from 2017 to 2018; however, there has been an increase in the number of fires that have occurred by 60. The decreases from the previous year are in responses to service calls, hazardous conditions (no fire), and false alarms. Fire Inspections: • Total number of annual fire inspections completed = 1273 (includes residential) • Residential inspections = 222 (Tri-plex or larger) • Compliance re -inspections = 1291 • Complaints — 8 • Fire inspection reports (with deficiencies) =115 • Special Events =45 • Grand total = 2731 with 2098 violations recorded. • Total amount of fees invoiced = $135,815.00 Short term Goals: • Establish top strategic priorities • Complete year-end report • Conduct station evaluations for improvement needs "The Yakima Fire Department is dedicated to providing quality public safety services to our community." Residents of the neighborhood were able to interact with police officers and ask questions as the officers prepared to start their shift. • Officer Mark Williams was recognized by Mothers Against Drunk Drivers (MADD) as an officer of the year. • Bicycle patrols continued in the downtown area. Bicycle officers are out most days of the week and are also present at the Yakima Downtown Farmer's Market. • Foot patrol officer are out in the downtown core during First Fridays and other special events. • Chief Rizzi was named to the Central Washington Hispanic Chamber of Commerce Board of Directors. See attached. This training is a federally funded training opportunity being held in Providence, Rhode Island. The Yakima County Prosecutor has graciously allowed me to take their spot and use their dedicated grant funds to pay for my attendance. I am looking forward to learning about other jurisdictions' approach to Domestic Violence. Prosecutor Brooke Goosman will be attending but she will not be prepared to discuss the DV protocol. Brooke will hand you several documents for your consideration and I would like to discuss the documents as part of the DV protocol results discussion at the next Public Safety Committee Meeting. (The documents were too big to include electronically) I have also included the numbers you have requested comparing City Prosecutor DV Referrals January through June 2017 and 2018. Below are other developments of note: 1. David Soukup, Felony Sex Crimes Supervisor, will be providing DV prosecution training to all City Legal Prosecutors on July 31. 2. Two prosecutors have been registered to attend the DV Symposium in September. 3. Officers are completing the DV protocol forms. A survey of new cases reveals 50% completion of protocol forms for Intimate Partner cases. This is a great start and of course the goal is to increase the numbers. The Chief and I have met regarding HB 1022, an act relating to alien victims of certain qualifying criminal activity and have come up with a plan to address the requirements. SUBMITTED BY: Brooke Goosman, Assistant City Attorney CONTACT PERSON/TELEPHONE: Brooke Goosman: 509-575-6033 SUMMARY EXPLANATION: The City Municipal Code Chapter 6.55, "Offenses Against Public Decency and Morality," consists of city codes relating to crimes which have traditionally been defined as sex offenses. The proposed ordinance would amend Chapter 6.55 by adopting the RCW 9.94A.835, Special Allegation — Sexual Motivation. This special allegation that can be added to a criminal charge. The most common crime this allegation is charged with is Assault in the Fourth Degree. The Yakima Police Department has requested that this be adopted. This minor addition to the municipal code would simply allow the city to allege the "sexual motivation" allegation in cases where it is factually appropriate. Using this special allegation is beneficial because in future prosecutions prosecutors will be able to ascertain if a certain charge in a defendant's criminal history was sexually motivated. This type of information furthers public safety. The special allegation does not increase or change the penalty if a person is convicted of a crime with this designation.
