HomeMy WebLinkAbout10-27-15 YPC MinutesCity of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of October 27, 2015 Call to Order Vice -Chair Scott Clark called the meeting to order at 3:30 p.m. Roll Call YPC Members Present: Vice -Chair Scott Clark, Bill Cook, Carmen Mendez, Al Rose, Ron Anderson, Patricia Byers YPC Members Absent: Chairman Dave Fonfara (excused) Staff Present: Jeff Peters, Supervising Planner; Valerie Smith, Senior Planner; Mark Kunkler, Senior Assistant City Attorney Others: Sign -in sheet in file Staff Announcements Senior Planner Valerie Smith reminded the Commission of the two other hearing dates regarding the 2015 Comprehensive Plan Map Amendments. She announced that staff is requesting the item for Westwood West Corporation to be moved up to the first item on the agenda. Supervising Planner Jeff Peters added that comments received after the comment period due date have been circulated to the Commission. Audience Participation None noted. Public Hearing - Westwood West Corp (CPA#006-15� Valerie Smith explained that an error occurred on the postcard informing neighbors of the public hearing. The postcard had a public hearing date of Wednesday October 28th instead of Tuesday October 27tII. She informed the audience that public testimony can be taken today for anyone who cannot come to the meeting tomorrow and that the decision will be made tomorrow. Bill Hordan, representative for Westwood West Corporation, explained to the Commission that he would not like any public testimony to be taken today for this proposal. Vice -Chair Scott Clark asserted that public testimony will be taken today if there is anyone who cannot make the meeting tomorrow. No public testimony was taken. Public HeariM - Elves Family Investments C'PAi#001-15 Valerie Smith gave a brief introduction to the proposal and asked for any disclosures of the Planning Commission members under the appearance of fairness doctrine. No disclosures were made. Smith summarized her staff report. Darryl Elves, project applicant, was present and made himself available for any questions. No public testimony was presented. Commissioner Byers made a motion to forward a recommendation of approval to City Council and direct staff to prepare the appropriate findings of fact. The motion was seconded and carried unanimously. -1- Public Hearin - What the Hay LLC CPA#004-15 Jeff Peters gave a brief introduction to the proposal and asked for any disclosures of the Planning Commission members related to the appearance of fairness doctrine. Commissioner Mendez disclosed that she was contacted by some residents about this proposal and responded to the residents by inviting them to public hearing. Peters addressed the issue of public notice which was mentioned in many of the public comments. Then Peters provided his staff report. James Carmody, representing the project applicant, explained in depth the reasoning behind this proposal. Audience member Ron Doughty asked general questions regarding the staff report. Audience member Bill Johnson expressed concerns regarding the floodplain, limited notification given to neighbors due to the shape of the parcel, the lack of clarity of the jurisdiction of the road at South 88th Avenue and Wide Hollow Road; and concerns about traffic lights, public safety, and speed limits. Audience member Colleen Fisher expressed concerns regarding the floodplain and past major flooding occurrences. Audience member Brenda Moore described the character of the neighborhood of Cottonwood Grove and explained her concerns in relation to a lack safety on Wide Hollow Road. Moore indicated that the proposal would not be compatible with the neighborhood. Audience member Michael Taylor commented that the notification of this proposal seemed to be lacking. Audience member Bill Hartsock expanded on the quality of life aspect in Cottonwood Grove. Audience member Irene Moen talked about her hesitations from the tax payer standpoint. Audience member Brett Arnesen described his concerns about the effect of the proposal on Nob Hill Boulevard. Audience member Robert Waller explained that he knows of many people who were not able to make it to the public hearing who do not want this proposal to be approved. Audience member Jon Alke brought up the issue of the number of children in the area increasing becoming a burden for the school district. Audience member Jessica Hansen described her apprehension with this proposal as it relates to possible negative effects on marketing her properties in Meadowview Development. She also expanded on worries about crime increase and unsafe traffic conditions. Audience member Elaine Briggs communicated her discomfort with the uncertainty of this proposal in terms of future development and floodplain issues. James Carmody in his rebuttal explained that the supportive data for this proposal is contained in the Comprehensive Plan and Transportation Plan. He added that frontage improvements will be part of the development process. -2- Commissioner Anderson communicated that he would like more time to consider the information presented. Commissioner Mendez concurred with this statement. Vice -Chair Scott Clark asserted that the deliberations can be continued to another date. Commissioner Anderson made a motion to continue the deliberation to Thursday October 29th. The motion was seconded and carried unanimously. Other Business None Noted.
