Meeting Minutes of October 14, 2015
Call to Order
Chairman Dave Fonfara called the meeting to order at 3:30 p.m.

Staff Announcements
Assistant Planner Robbie Aaron reminded the Commission that there are special
meetings coming up regarding the 2015 Comprehensive Plan Map Amendments. He
added that staff reports and the packet will be available next week.

None noted.
Approval of Minutes
Commissioner Byers made a motion to approve the minutes of July 27th, August 3rd,
and August 12, 2015. The motion was seconded and carried unanimously.
Public Hearin Preliminary Long Plat of "Rainier Court"
Assistant Planner Robbie Aaron read his staff report for this project. Justin Hellem,
representing Columbia Ridge Homes (project applicant), answered questions from the
Commission concerning when construction will begin, preexisting curbing, access
points, erosion control, and storm water. Chairman Fonfara asked how the City will
address an increase in traffic in that area. Supervising Planner Jeff Peters replied that all
right-of-way is dedicated for any future expansion that is needed. Commissioner
Anderson asked about plans for a center turn lane. Aaron answered that he was
unaware of any considerations for a center turn lane. Peters explained that a center turn
lane on Summitview Avenue was striped a number of years ago as part of the City's
Transportation Plan but due to concerns from the public the center turn lane was
eliminated. Commissioner Rose made a motion to recommend approval of the plat and
to have the Chairman sign the recommendation to City Council. The motion was
seconded and carried unanimously.
Public Hearin - Cft of Yakima 2015 Text Amendments
Assistant Planner Trevor Martin read his staff report regarding this proposal.
Commissioner Rose alluded to a previous meeting where Planning staff and the
Commission discussed taking out "children" in the term "children's outdoor recreation
center". Commissioner Mendez expressed her understanding that the age limitation
would be taken out of the definition but the word "children' would remain. Martin
confirmed that the age limitation has been taken out of the definition and that the word
"children" can remain. Chairman Fonfara asked what the outcome was of the Built
Environment Committee meeting in which clean and sober facilities were discussed.
Peters explained that the Committee approved the recommendation which aligned with
state law regarding this matter. Aaron informed the Commission that the idea of having
a registry of clean and sober facilities was opposed by the Committee. Commissioner
Byers made a motion that the Planning Commission recommend approval to City
Council and that the Chairman sign the recommendation. The motion was seconded and
carried unanimously.
Public MeetinztPresentation by Charles Erwin Emergency Management Specialist,
and consideration of a resolution recommending approval by the Plannin
Commission of the Cily of Yakima Hazard Mitigation Plan to the City Council
Emergency Management Specialist Charles Erwin informed the Commission that the
Hazard Mitigation Plan will go to State for their review and then onto FEMA, adding that
it will go before Yakima City Council as soon as possible. Erwin then shared a slideshow
about the plan and answered questions from the Commission regarding costs, funding,
cyber attacks, identified shelters in disaster emergencies, and taking in citizens from other
cities in emergencies. Commissioner Anderson asked if the final version of the plan is
going to be available in Spanish to which Erwin responded that a City employee from
Public Works is working on the translation and added that these documents may be
located on the City's website in the near future. Commissioner Rose made a motion that
the Hazard Mitigation Plan be recommended for approval. The motion was seconded
and carried unanimously.

A motion to adjourn to October 27, 2015 was passed with unanimous vote. This meeting
adjourned at 4:54 p.m.
