Meeting Minutes of August 12, 2015
Call to Order
Chairman Dave Fonfara called the meeting to order at 3:30 p.m.
Roll Call
YPC Members Present: Chairman Dave Fonfara, Vice -Chair Scott Clark, Bill Cook,

Staff Announcements
Supervising Planner Jeff Peters announced that staff is looking at potential dates in
October for the 2015 Comprehensive Plan Map Amendment (CPA) public hearings. He
informed the Commission that TM Rental's CPA proposal will be modified as a result
of the Commissions suggestions at the special study session on July 27th. The
Commission directed staff to reserve October 2801 and 29th for the CPA hearings and to
look into a possible 3rd date of either October 27th or October 30th in case it is needed.

Commissioner Rose pointed out that the July Wh meeting minutes dictate that City
Council will have a public meeting to consider the adoption of the mission definition
ordinance, but that he had heard through the media that Council adopted the ordinance
on August 4th. Assistant Planner Robbie Aaron clarified that the decision to move the
item to the public meeting on August 4th rather than the 18th happened some time after
the meeting on July 8th. Bill Cook made a motion to approve the meeting minutes of
July 8 and July 22, 2015. The motion was seconded. The motion carried unanimously.
Robbie Aaron informed the Commission that this item is scheduled to go to City
Council on September 15th for their consideration of adoption of the ordinance. He
included that the required formal consultation with WSDOT and other agencies was
held on August 10th. Aaron provided the Commission the proposed recommendations
and findings of fact to Council. Commissioner Cook asked about the addition of
"airport related uses" in the definition section. Aaron responded that it is included in
the definitions as "airport use." Robbie Aaron then went on to describe the changes
made to Zone 5 and clarified the purpose of Zone 4A. Congdon Orchards

representative Mike Shinn expressed his support of the creation of Zone 4A. He asked
Robbie Aaron if any changes were made after the formal consultation with WSDOT, to
which Robbie answered no. Mike Shinn went over his suggested changes. The
Commission expressed their support of these suggested changes. Commissioner Clark
made a motion to have staff make the changes as suggested by Mike Shinn and
recommend approval of the ordinance to City Council and have the Chairman sign
those recommendations. The motion was seconded and carried unanimously.
Study Session 2015 Text Amendments (TXT#004-15)
Assistant Planner Trevor Martin introduced why changes are being proposed to the
Yakima Urban Area Zoning Ordinance. Peters expanded on this topic and reminded the
Commission that a list of suggested changes was brought to them at the beginning of
the year. Martin went through the proposed changes. Discussion ensued regarding
parking limitations related to home occupations. When the topic of mobile food
vendors came up, Robbie Aaron explained that a section for mobile food vendors is
being created to go under the licensing section of the code rather than the zoning
ordinance part of the code. Jeff Peters discussed with the commission an additional text
amendment revolving around "clean and sober facilities."
Adjourn
A motion to adjourn to August 17, 2015 was passed with unanimous vote. This meeting
adjourned at 5:04 p.m.
