Meeting Minutes of July 22, 2015
Call to Order
Chairman Dave Fonfara called the meeting to order at 3:30 p.m.
Roll Call
YPC Members Present: Chairman Dave Fonfara, Bill Cook, Al Rose, Ron Anderson,

YPC Members Absent: Patricia Byers (excused); Vice -chair Scott Clark (unexcused)

Staff Announcements
Senior Planner Valerie Smith reminded the Commission of their upcoming study
session on July 27th regarding 3 of the 2015 Comprehensive Plan Map Amendments. She
reminded the Commission of the other study session dates which include August 3rd
and August 17th.

Approval of the Meeting Minutes for June 24 2015
Commissioner Mendez made a motion to approve the Planning Commission meeting
minutes of June 24, 2015. The motion was seconded. The motion carried unanimously.
Continued Public Hearing, Airport Safety Overlay (TXT#003-15 & SEPA#020-151
Assistant Planner Robbie Aaron informed the Commission of areas staff is still working
on in the draft language. He added that a formal consultation meeting will be held with
WSDOT and other aviation officials. At the request of Commissioner Cook, Robbie
clarified what changes were made to zone 5. Cook asked for staff to provide a definition
of "airport related uses," as that term is used in the draft ordinance in relation to Land
Use Overlay 1. Discussion ensued regarding airport related uses, possible safety
concerns, and building height restrictions in airport safety overlay zones. Chairman
Fonfara commented on how the lack of ability to regulate what kind of aircraft comes in
for military practice flights restricts land use opportunities. Kunkler discussed takings
and a pre-existing development agreement with Congdon Orchards. Commissioner
Anderson asked why the airport is being expanded west instead of the east. Rob
Peterson provided a detailed response which included the cost of the airport buying
property, road work on 16th Avenue, and the location of zone 1 in relation to the airport
itself.
Mike Shinn, representative for Congdon Orchards, suggested changes to the language
of the draft ordinance in relation to uses in zone 5.
The Commission had consensus to further continue the hearing on the Airport Safety
Overlay to August 12, 2015.
Other Business
Commissioner Mendez requested that staff look into the availability of moving the
special study sessions for August 3rd and August 17th to 3:30 p.m. rather than 6:00 p.m.
The Commission had consensus to request staff to look into the availability of the
Council Chambers for an early time for those study session dates.
Adjourn
A motion to adjourn to July 27, 2015 was passed with unanimous vote. This meeting
adjourned at 4:40 p.m.
