Meeting Minutes of May 13, 2015
Call to Order
Chairman Dave Fonfara called the meeting to order at 3:30 p.m.

Staff Announcements
Senior Planner Valerie Smith reminded the commission of upcoming public
participation events.
Planning Manager and Community Development Director Joan Davenport announced
that the seventh item on the agenda which is the study session on "community resource
service center" use will not be discussed at today's meeting due to receiving the
Hearing Examiner's interpretation decision on the subject. She added that the Hearing
Examiner's decision will be mailed out on Friday May 15, 2015.
Commissioner Carmen Mendez told the commission that that Planning staff members
Robbie Aaron, Valerie Smith, and Joan Davenport did very well collecting data from
Yakima residents at the Cinco de Mayo festival.

James Carmody, representing Yakima Neighborhood Health Services, commented that
he and Neighborhood Health are still committed to working with staff on the
community resource service center issue and exploring the possibility of incorporating
an overlay concept. Carmody proceeded to explain the Hearing Examiner's
interpretation on the community resource service center in which he determined that a
community resource service center was an unclassified use that could be considered
within an SCC zoning district with a Class 3 review.
Dennis Macias, an audience member, communicated that the public may be confused
about the overlay concept as it had not been mentioned in the first two meetings on the
community resource service center issue. Chairman Dave Fonfara responded that this
overlay concept in relation to this land use consideration is new to the Planning
Commission as well, as the idea was first mentioned by Planning staff.

Approval of the March 18 2015 March 25 2015 and April 8 2015 Minutes
Commissioner Al Rose made a motion to approve the meeting minutes from March 18,
2015, March 25, 2015, and April 8, 2015. Commissioner Patricia Byers seconded the
motion. The motion carried unanimously.
Introduction of the 2015 Comprehensive Plan Amendments and 2015 Potential
Zoning Ordinance Amendments for YPC Docketin
Valerie Smith reported that the Planning Division has received 9 applications for
comprehensive plan map amendments for this year's cycle. She added that 5 Urban
Area Zoning Text Amendment considerations have been initiated by Planning Division
staff. Smith announced that Planning Commission study sessions on these applications
will begin as early as June 10, 2015. Public hearings for these applications will happen in
August or September of this year, she added, and the Planning Commission would
need to send a recommendation to City Council soon shortly after the public hearing.
She announced that this cycle for amendments will need to come to a close by the end
of December of 2015. Valerie briefly described each proposal and Assistant Planner
Robbie Aaron provided a map for the commission showing the location of each
proposal. Smith pointed out a typo in the file number on page 3 that should have been
CPA#006-15 rather than CPA#005-15. Aaron pointed out a mapping error on the
location of file number CPA#008-15, adding that it should be located in the vicinity of
461h Avenue and Chestnut Avenue.
Other Business
Joan Davenport announced that staff will bring the topic of the Airport Safety Overlay
back to the next Planning Commission meeting on May 27, 2015.
Al Rose requested additional information on how overlays work to which Senior
Assistant City Attorney Mark Kunkler expanded on the topic.
A motion to adjourn to May 27, 2015 was passed with unanimous vote. This meeting
adjourned at 4:20 p.m.
