Meeting Minutes of March 18, 2015
Call to Order
Chairman Dave Fonfara called the meeting to order at 3:00 p.m.
Roll Call
YPC Members Present: Chairman Dave Fonfara, Bill Cook, Al Rose, Patricia Byers,
Ron Anderson, Carmen Mendez
YPC Members Absent: Vice -Chair Scott Clark
Staff Present: Robbie Aaron, Assistant Planner; Valerie Smith, Senior
Planner; Jeff Peters, Supervising Planner; Joan Davenport,
Planning Manager/ Community Development Director
Others: Rob Peterson, Carter Timmerman, Lynn Deitrick, Jason
Earles, David Spurlock
Introduction of New Planning Commission Member - Carmen Mendez
Carmen introduced herself to the commission.
Staff Announcements
Jeff announced that the packets including the zoning text amendments draft findings
for the Planning Commission public hearing on March 25th have been handed out to the
commission for their review.
Commissioner Patricia Byers came into the meeting at approximately 3:05 p.m.

Airport Safety Overlay YMC Ch. 15.30) Update
Jeff Peters announced the presence of Rob Peterson, Airport Manager, and Carter
Timmerman from WSDOT Aviation. Other members in the audience who were invited
to come to this study session on the topic of the Airport Safety Overlay introduced
themselves including David Spurlock, Deputy Director of Public Works and
Community Development in Union Gap; Lynn Deitrick, Section Manager for the
Yakima County Planning Division; and Jason Earles also from Yakima County Planning
Division.
Rob Peterson described the airport overlay zoning map and the six zones depicted.
Carter Timmerman provided background on a guidebook about best practice
management for local jurisdictions regarding airport compatibility.
Robbie Aaron shared staff's position regarding the proposed zones for the Airport
Safety Overlay.

Lynn Deitrick expressed that he would like to have future discussions with staff on this
topic, adding that these issues also need to be brought to Yakima County's board for
discussion. David Spurlock concurred with Lynn s statements.
Joan Davenport disclosed her concerns regarding the assertiveness of Zone 6.
Robbie described the height limitations in the airport safety zones.
Joan recommended continuing this discussion on the Airport Safety Overlay to April
15th.
Other Business
Jeff announced that staff will schedule a date for the Public Participation Plan for the
Comprehensive Plan Update 2040 to be adopted by City Council. Patricia asked if dates
for meetings regarding this plan have been set. Jeff answered that individual dates have
not been set yet.
Commissioner Ron Anderson welcomed Carmen Mendez to the Planning Commission.
A motion to adjourn to March 25, 2015 was passed with unanimous vote. This meeting
adjourned at 4:32 p.m.
