HomeMy WebLinkAbout12-11-13 YPC MinutesFOR THE RECORD / FILE City of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of December 11, 2013 Call to Order Chairman Ben Shoval called the meeting to order at 5:30 p.m. Roll Call YPC Members Present: Chairman Ben Shoval, Co -Chair Dave Fonfara, Al Rose, Bill Cook, YPC Members Absent: Paul Stelzer (excused), Scott Clark (excused) Staff Present: Jeff Peters, Supervising Planner; Steve Osguthorpe, Community Development Director Others: Mark Kunkler, Jean Owens, David Servine, Fred Nelsen, Neil Schreibeis, Tom Knaub, Peter Grover, Larry Oliver, Jesse Oliver, Anna Marie Dufault Staff Announcements Mark Kunkler announced that a response has been prepared and submitted to the attorney general regarding their input on whether there's room under Initiative 502 to allow for cities to regulate marijuana licenses within their jurisdiction. ,Public Input Workshop Session- Billboards & Digital Si ns Steve Osguthorpe went over the two moratoriums relating to billboards and digital signs. Steve went over his slide show presentation on the matter. Jean Owens did not approve of regulating billboards and signs due to the affect it can have on businesses. David Servine talked about on premise and off premise signs and the importance of signs to a business. Fred Nelsen addressed mobile billboards. Since there are no regulations, there are no mobile billboards or permits for them. He wants mobile vendors to be permitted. Neil Schreibeis from Lamar Outdoor Advertising talked about the placement of billboards and the loss of business from restricting billboards. Tom Knaub from Lamar Outdoor Advertising talked about being careful when restricting color. Peter Grover explained how incredibly restrictive the code on billboards already is. He made recommendations about auto dimming and regulating brightness levels. Larry Oliver with Eagle Signs talked about Watch Fire and Datronics billboards. Jesse Oliver with Eagle Signs also believes that these signs should not be regulated. Anna Marie Dufault's concern is regulating the text on the signs. She does not approve of the alcohol signs that influence underage teens. - 1 - Barbara Kline talked about the affects of these billboards and digital signs on the appearance of Yakima. Other Business No other business noted. A motion to adjourn to January 8, 2014, was passed with unanimous vote. This meeting adjourned at 6:37 p.m. This meeting was filmed by YPAC.
