HomeMy WebLinkAbout10-28-13 YPC MinutesIVB" CWHII..E City of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of October 28, 2013 Call to Order Co -Chair Dave Fonfara called the meeting to order at 3:30 p.m. Roll Call YPC Members Present: Co -Chair Dave Fonfara, Al Rose, Scott Clark, Bill Cook, Paul Stelzer YPC Members Absent: Chairman Ben Shoval (excused) Staff Present: Jeff Peters, Supervising Planner; Steve Osguthorpe, Community Development Director Others: Ralph Call, Bill Duerr, Mark Kunkler, Mike Davison, Bill Hordan Staff Announcements No staff announcements noted. Audience -Participation No audience participation noted. Public Hearing Continuation- Communication Towers Text Amendments Mark Kunkler and Steve Osguthorpe went over changes to the document and continued talking about the setback concern. Jeff Peters presented a map of West Valley to show where cell towers could possibly be built. Mike Davison gave information about cell tower setbacks and examples from different cities. Ralph Call also expressed his concern about setbacks and some of the definitions in the document. Bill Duerr corrected the boundaries of the historic district. Bill Hordan proposed an additional exemption on page 9 of the draft ordinance relating to the setbacks of existing cell towers with existing leases. The planning commission had consensus to go through with option 1 for the setbacks. Al Rose made a motion to close the hearing for the cell towers; Scott Clark seconded this motion. Motion carried by unanimous vote. Bill Cook made a motion to adopt the findings of fact and modifications of chapter 15.29 and recommendation of chapter 15.29 to be forwarded to City Council; the motion was seconded. Motion carried by unanimous vote. Other Business No other business noted. Adjourn - 1 - A motion to adjourn to November 13, 2013, was passed with unanimous vote.
