Meeting Minutes of October 23, 2013
Call to Order
Co -Chairman Dave Fonfara called the meeting to order at 3:30 p.m.
Roll Call
YPC Members Present: Co -Chair Dave Fonfara, Al Rose, Scott Clark, Bill Cook, Paul
Stelzer
YPC Members Absent: Chairman Ben Shoval (excused)
Staff Present: Jeff Peters, Supervising Planner; Steve Osguthorpe,
Community Development Director
Others: Mark Kunkler, Ralph Call, Mike Davison
Staff Announcements
Jeff requested that at the end of this meeting Co -Chair Dave Fonfara continues the
public hearing until October 28, 2013.
Audience Participation
No audience participation noted.
Public Hearing- Text Amendments Pertaining to Communication Towers
Co -Chairman Dave Fonfara opened the public hearing at 3:32 p.m.
After Mark Kunkler's introduction, Steve Osguthorpe went over the main changes of
the document.
Ralph Call announced that the BCNA will reserve all of their comments until the
continued public hearing on October 28 since they have not looked over the document
thoroughly.
Mike Davison told the commission and staff that he believes there should be larger
setbacks. He also discussed the balloon test and historic districts.
Ralph also commented that he thinks residential areas should have stringent setbacks
for cell towers.
Al Rose made a motion to continue the public hearing until October 23, 2013; the
motion was seconded by Paul Stelzer. Motion carried by unanimous vote.
Other Business
Jeff reminded the commission and staff that there is a public hearing about the
Shoreline Master Plan before the City Council on November 5, 2013. He invited anyone
on the commission to go to the public hearing. Dave Fonfara said that he would attend
if Chairman Ben Shoval is unavailable which is yet to be known.
Adjourn
A motion to adjourn to October 28, 2013, was passed with unanimous vote. This
meeting adjourned at 4:45 p.m.
