HomeMy WebLinkAbout10-09-13 YPC MinutesFOR THE RECORD / FILE City of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of October 9, 2013 Call to Order Chairman Ben Shoval called the meeting to order at 2:30 p.m. Roll Call YPC Members Present: Chairman Ben Shoval, Co -Chair Dave Fonfara, Al Rose, Scott Clark, Bill Cook, Paul Stelzer YPC Members Absent: Staff Present: Jeff Peters, Supervising Planner; Steve Osguthorpe, Community Development Director Others: Ken Lyons, Mark Kunkler, Ralph Call, Mike Davison Staff Announcements Steve Osguthorpe announced that the council enacted a six month moratorium on the marijuana issue. Steve reported to the council on the billboard issue and gave a copy of that report to the Planning Commission and staff present. The council passed another moratorium on digital signs. Audience Participation No audience participation noted. ri 1 N 1 11 0 � Mark talked about the appropriate height that cell towers can be above utility poles that they are joined to and make this the same height requirement for utility poles in all locations. Mark described the special provision for the Barge Chestnut neighborhood. Ralph Call gave the accurate boundaries for the Barge Chestnut area as being from 16th avenue to 36th avenue between Tieton and Summitview. Ralph also gave his comments to the Planning Commission and staff on the text amendments. Mike Davison suggested a change to the definition of "substantial change". He also suggested some changes to the balloon test. Ken Lyons expressed that he wants the code to be simplified and presented difficulties with camouflaging cell towers using the common flag pole example. He also explained faults in the balloon test. Jeff mentioned that the draft lays out specific types of utility poles that cell towers would be attached to. Steve brought up that the setback for the cell towers is more of an aesthetic issue rather than a safety issue. If these towers are built according to building code standards, they are not concerned about them falling. -1- Other Business The Planning Commission briefly talked about options for approaching the Marijuana issue and compared it with the adult entertainment issue. The Planning Commission and staff also discussed upcoming meeting times and dates. om A motion to adjourn to October 21, 2013, was passed with unanimous vote.
