HomeMy WebLinkAbout09-25-13 YPC MinutesICOR TI I E, RECORD /FlUE, City of Yakima Planning Commission (YPC) City Hall Council Chambers Meeting Minutes of September 25, 2013 Call to Order Chairman Ben Shoval called the meeting to order at 3:30 p.m. Roll Call YPC Members Present: Chairman Ben Shoval, Co -Chair Dave Fonfara, Al Rose, Scott Clark, Paul Stelzer YPC Members Absent: Ron Anderson (excused), Bill Cook (excused) Staff Present: Jeff Peters, Associate Planner; Steve Osguthorpe, Community Development Director Others: Amy Summe, Mark Kunkler, Bill Duerr, Walt Ranta Staff Announcements Steve Osguthorpe announced that Jeff Peters has been promoted from Associate Planner to Supervising Planner. Audience Participation No audience participation noted. Public Hearing- Shoreline Master Plan Update Jeff Peters announced that the Department of Ecology is now recommending for Cowiche Creek to be in Shoreline jurisdiction. Their regulations specify to use the most current data, which has a higher CFS. Jeff also mentioned new setbacks for streams and lakes. He displayed the updated City of Yakima Shoreline Jurisdiction and Environment Designation Map. Al Rose made a motion to accept the additional finding of fact and recommendation and the motion was seconded. Motion carried by unanimous vote. Continuation of Study Session- Communication Towers Zoning Code Amendment Mark Kunkler continued the study session. He pointed out the new material highlighted in yellow. He is still researching the issue of relocating cell towers. Mark reported his findings that a setback between 100 and 110% is standard for cell towers. Walt Ranta brought up the possibility of an earthquake and how that will affect provisions for these cell towers. He also questioned whether stealth cell towers have an exception to the setback. Mark brought up another point that there have been no reports of a cell tower falling. He also reported that the setback would not apply to small cell towers. Bill Duerr added that there are seven phases of the Barge Chestnut historic district but the map only shows phase one and two of a condensed area of the Barge Chestnut historic district. -1- Other Business Jeff went over the schedule for upcoming meetings and public hearings about the billboard ordinance. Al Rose made a motion to have Chairman Ben Shoval go to the council meeting and suggest a moratorium for a span of six months; Paul Stelzer seconded the motion. Motion carried by unanimous vote. WUM A motion to adjourn to October 9, 2013, was passed with unanimous vote. This meeting adjourned at 5:04p.m. This meeting was filmed by YPAC.
