Meeting Minutes of September 4, 2013
Call to Order
Bill Cook called the meeting to order at 2:00 p.m.
Roll Call
YPC Members Present: Al Rose, Scott Clark, Bill Cook
YPC Members Absent: Chairman Ben Shoval (excused), Co -Chair Dave Fonfara
(excused), Ron Anderson (unexcused), Paul Stelzer

Staff Present: Jeff Peters, Associate Planner; Steve Osguthorpe,
Community Development Director

Zoning Code Text Amendment Pertaining to Communication Towers
Mark Kunkler went over definitions and improvements to the draft.
Walt Ranta spoke about wanting clearer language in the draft and location issues with
cell towers.
The staff and Planning Commission discussed the changes to the draft with Mark
Kunkler giving commentary on why these changes were made.
Jeff presented a slideshow presentation of examples of stealth cell towers and other
poorly disguised cell towers from around the country.
Bill Duerr wants an additional percentage above 100% setback for these cell towers.
Mark went over the application reviewing process.
Bill made a recommendation to the planning commission to have as many study
sessions as possible.
Other Business
Jeff reiterated the opportunity to go to the free course in Zillah.
Adjourn
A motion to adjourn to September 25, 2013 was passed with unanimous vote. This
meeting adjourned at 4:54 p.m.
