Meeting Minutes of August 28, 2013
Call to Order
Chairman Ben Shoval called the meeting to order at 3:30 p.m.

Staff Announcements
Jeff presented that there is a free three hour course sponsored by the Planning
Association of Washington that will occur in Zillah on September 17, 2013, at 6:30- 9:30
p.m.

Public Hearing
Chairman Ben Shoval opened the public hearing at 3:35.
Jeff summarized the main points of the staff report including the request of a formal
decision from the Department of Ecology on Shoreline jurisdiction of Cowiche Creek.
Amy Summe explained more about investigating Shoreline jurisdiction of Cowiche
Creek.
Jeff went over the findings for the Shoreline Master Program update.
John Marvin, a biologist from the Yakama Nation, explained the Yakama Nation's
comments on the Cowiche Creek jurisdiction issue. John talked about how the annual
flow should have been a range and had a margin of error. He also gave his opinion
about the proposed buffers and how he believes they are inconsistent with the science
that was adopted as well as the PS report that the City adopted.
Leonard Jordan from the Department of Ecology came up to the microphone next.
Leonard reported that there may be more regression equations to use to calculate the
mean annual flow of Cowiche Creek.
Next, Joel from the Flood Control District explained his many perspectives on the
Shoreline Master Program.
Jeff shared information from an email from the Washington State Parks and Recreation
Commission. One concern of theirs was that they wanted the SMP to accommodate to

trails and trail development. This can be added to the use matrix with definitions to
fulfill these requests.
Jeff and Amy shared draft findings and conclusions for review.
Al Rose made a motion to close the public hearing; Dave Fonfara seconded this motion.
Motion carried by unanimous vote.
Bill Cook made a motion to adopt the findings of fact and recommendation dated
August 28 subject to changes recommended in the August 27 letter from Parks and
Recreation and prepare those for submission to City Council; Al Rose seconded the
motion. Motion carried by unanimous vote.
Other Business
The meeting on September 11, 2013, is cancelled. The next meeting will be held on
September 4, 2013, relating to communication towers.
A motion to adjourn to September 4, 2013, was passed with unanimous vote. This
meeting adjourned at 4:46 p.m.
