Meeting Minutes of April 17, 2013
Call to Order
Chairman Ben Shoval called the meeting to order at 2:00 pm.
Roll Call
YPC Members Present: Chairman Ben Shoval, Co -Chair Dave Fonfara, Ron
Anderson, Al Rose, Bill Cook
YPC Members Absent: Scott Clark (excused), Paul Stelzer (excused)
Staff Present: Jeff Peters, Associate Planner; Steve Osguthorpe,
Community Development Director
Others: Dowd Luce, Joe Walsh
No audience participation noted.
Staff Distribution of Shoreline Materials
Jeff handed out the agenda.
Shoreline Master Program Review
The committee reviewed sections 17.05.010 Archaeological and Historic Resources,
17.05.040 Water Quality, Stormwater, and Nonpoint Pollution; 17.07.010 Agriculture,
17.07.020 Aquaculture, 17.07.060 Fill, 17.07.090 Mining, 17.07.120 Shoreline Habitat and
Natural Systems Enhancement Projects and 17.07.160 Signs. They cleared up some of
the misunderstandings and ambiguous language used in these sections.
After discussion over whether commercial aquaculture should be allowed, Ron made a
motion to strike the first sentence in 17.07.020 (c); there was no second. Bill made a
motion to strike the first sentence and the first word, "noncommercial", in 17.07.010 (c);
Dave seconded this motion and the motion passed by unanimous vote.

No other business noted.
Adjourn
A motion to adjourn to May 16, 2013, was passed by unanimous vote. This meeting
adjourned at 3:48p.m.
