City of Yakima Planning Commission (YPC) City Hall Council Chambers
Meeting Minutes of April 10, 2013
Call to Order
Co -Chair Dave Fonfara called the meeting to order at 2:00 pm.
Roll Call
YPC Members Present: Dave Fonfara, Ron Anderson, Al Rose, Paul Stelzer
YPC Members Absent: Scott Clark (unexcused), Bill Cook (excused), Ben Shoval
Staff Present: Jeff Peters, Associate Planner; Rick Ensey, Councilmember,
Steve Osguthorpe, Community Development Director
Others: Dowd Luce

No audience participation noted.
Presentation b Ci Mana er Ton O'Rourke
Tony O'Rourke went over the benchmark report and citizen survey that the City
Council executed. Mr. O'Rourke revealed statistics from these findings and discussed
the problem with the public's negative perception of their safety. He mentioned how
the physical appearance of the entry ways into Yakima can be swaying this negative
perception. He continued to go through the statistics presented in the survey which
covered issues such as public perception on crime and safety, appearance of the
community, quality of new development, etc.
Staff Distribution of Shoreline Materials
Jeff handed out the packets to the committee members which included information to
cover, as well as notes and the next chapter to go over the following week.
Shoreline Master Program Review
The committee discussed clarifications to the SMP and continued to revise it. They
reviewed sections 17.05.040 Public access, 17.07.190 Redevelopment, Repair, and
Maintenance, and chapter 17.11 Existing Uses, Structures, and Lots/ Nonconforming
Uses. Afterwards, they discussed in general about the remaining sections.

Adjourn
A motion to adjourn to April 17, 2013, was passed with unanimous vote. This meeting
adjourned at 4:17p.m.
