ITEM TITLE: Gang Proviso Pilot Program - City Steering Committee
membership

SUMMARY EXPLANATION:
The Governor's Office authorized a proviso in the 2018 budget for the support of a gang
prevention pilot in the City of Yakima. Staff developed the program with guidance of Council
since 2017. The Council authorized staff implementation of the planned pilot at its July 10, 2018
meeting. Values and goals articulated in the Vision 2025 plan will guide the implementation of the
pilot program. One key element of the pilot program is the creation of a Steering Committee.
Staff requests further direction from Council on the membership of the Steering Committee that
will guide the programs and activities under this pilot. The Committee will be formed by a
number of community stakeholders following the framework outlined by OJJ DP and articulated by
Assistant Mayor Gutierrez.
Staff recognizes that the number of Councilmembers assigned to this Committee may exceed
three. Since this Steering Committee is not a Council Committee, there is no limit on the number
of councilmembers that may participate. However, if the membership exceeds three
councilmembers, then the meeting will have a quorum of the Council. In such event, the
gatherings will be treated as Special Meetings under RCW 42.30.080.
