Resolution declaring biomass produced from the anaerobic
digester at the Wastewater Treatment Plant as surplus

SUMMARY EXPLANATION:
The City of Yakima's Wastewater Division has accumulated 150,000 gallons of anaerobic
biomass from the Division's upflow anaerobic sludge blanket (UASB) reactor that is in excess to
the needs of the City of Yakima. The biomass is the end product formed after anaerobic
digestion has occurred of the industrial waste. The biomass is valued at approximately $37,500
($0.25/pound) and the City is interested in selling this material at a Public Surplus online auction
site. Wastewater staff have worked closely with the City's Purchasing Division to ensure
compliance with the City's Surplus Policy.
City Council approval is requested to declare this biomass as surplus and to authorize the City
Manager to dispose of the material in a manner most beneficial to the City. Proceeds from the
sale will be assigned to fund 473.

RESOLUTION NO. R -2018 -
Declaring surplus biomass from the Wastewater Division as surplus
to the needs of the City of Yakima, and authorizing the City Manager
to dispose of biomass in a manner most beneficial to the City of
Yakima.
WHEREAS, the City of Yakima (City) Wastewater Treatment Plant produces excess
anaerobic biomass for which the City has no immediate or foreseeable use and which is
surplus to the needs of the City; and
WHEREAS, the City would like to list and sell 150,000 gallons of the biomass on
the Public Surplus online auction site for $37,500, which is a reasonable method for selling
said surplus property; and
WHEREAS, the City Council finds and determines that the subject anaerobic
biomass is surplus to the uses and needs of the City of Yakima, and that a declaration of
surplus and authorization for disposition of 150,000 gallons of biomass on the Public
Surplus online auctions site is in the best interests of the residents of the City of Yakima,
and will promote the public health, safety and welfare; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council hereby declares the aforementioned 150,000 gallons of anaerobic
biomass to be surplus to the needs of the City of Yakima and the City Manager is hereby
authorized and directed to dispose of said property through online auction in a manner most
beneficial to the City of Yakima.

Per the 2009 Surplus Policy and the 2009 Delegation of Authority Policy, I am writing to request that the attached list of items be declared surplus and their disposal authorized.
The City of Yakima has various surplus items and used rolling stock, excess to the needs of the City of Yakima. Your approval is requested to declare these items surplus and to authorize the Purchasing
Division to dispose of these items in a manner most beneficial to the City of Yakima per the guidelines of the City of Yakima Surplus Policy for items (other than real estate) valued at less than $15,000.
